Position Summary
The Debt and Revenue Manager is responsible for managing and overseeing the City’s revenue collection operations and debt portfolio to ensure fiscal stability, regulatory compliance, and efficient financial operations. This position administers municipal debt obligations, monitors revenue streams, and oversees billing, accounts receivable, and collections processes for city services such as utilities, permits, taxes, and fees.
The Debt and Revenue Manager develops and implements strategies to improve revenue collection, reduce delinquent accounts, and ensure compliance with federal, state, and local regulations governing municipal finance and public debt. The position works closely with the Finance Director, external financial advisors, auditors, bond counsel, and city departments to support sound financial management and transparency.
Position Duties
Debt & Treasury Management
- Manage and monitor the City’s debt portfolio, including issuances, refinancing, debt service, and compliance with covenants, disclosure, and federal tax regulations
- Coordinate with financial advisors, underwriters, bond counsel, and rating agencies, including support for credit ratings and investor communications
- Prepare debt-related analyses and reports to support City leadership, City Council, and long-term financial planning
Revenue & Collections Management
- Oversee all municipal revenue functions, including billing, receivables, payment processing, and revenue recognition across all sources
- Develop and implement strategies to improve revenue collection, reduce delinquency, and enhance overall revenue performance
- Administer collections activities, including delinquent accounts, payment arrangements, and coordination with third-party agencies
Financial Reporting & Analysis
- Prepare financial reports, forecasts, and analyses related to revenue performance and debt obligations
- Provide revenue projections and insights to support budgeting and strategic decision-making
- Support preparation of the ACFR and long-term financial planning efforts
Compliance, Controls & Systems Improvement
- Ensure compliance with applicable laws, GASB standards, and internal policies governing municipal finance
- Maintain strong internal controls, support audit processes, and ensure accurate documentation of financial activities
- Evaluate and improve financial systems and processes to increase efficiency, reduce risk, and prevent revenue leakage
Leadership & Coordination
- Lead and develop revenue, billing, and collections staff, establishing clear expectations and accountability
- Foster a culture of customer service, ethical practices, and operational excellence
- Coordinate with departments and stakeholders to ensure effective revenue management and financial operations
Knowledge, Skills, and Abilities
- Comprehensive knowledge of municipal finance, governmental accounting, debt instruments, revenue systems, and applicable GASB standards and regulations
- Strong financial analysis, forecasting, budgeting, and revenue management skills to support strategic decision-making
- Proficiency in financial systems, including advanced Excel and financial management software
- Ability to interpret and apply complex financial policies and regulations while managing multiple programs and priorities
- Effective communication and relationship management skills to engage with leadership, elected officials, staff, and external partners
Minimum Qualifications
Education
Bachelor’s degree in Finance, Accounting, Business Administration, Public Administration, or a related field.
Preferred:
Master’s degree in Public Administration (MPA), Business Administration (MBA), Finance, or Accounting.
Experience
- Five (5) to eight (8) years of progressively responsible experience in municipal finance, revenue administration, accounting, or treasury management.
- Experience with municipal debt issuance, bond administration, or treasury functions preferred
- Experience managing accounts receivable, billing systems, or municipal revenue operations..
- Supervisory experience preferred.
Licenses and Certifications (Preferred)
- Certified Public Finance Officer (CPFO)
- Certified Government Finance Officer (CGFO)
- Certified Public Accountant (CPA)
