About the Department

The NSB Program Manager supports the implementation of the Healthy Start workplan and MCAH’s mission to reduce maternal and infant mortality in Nashville/Davidson County.   Working in partnership with internal teams and external partners, the Program Manager develops, supports, leads, trains, and carries out activities that are identified by MCAH’s division goals and HRSA’s Healthy Start Workplan.

This position provides administrative and strategic leadership and oversight to the NSB team while managing the daily operations of the HRSA Healthy Start grant.  The NSB Program Manager works under the direction of the MCAH Division Director and supports the MCAH Division in improving the health and well-being of families across Davidson County.

Position Duties

  1. Increase and Maintain Partnerships and Stakeholder Relationships
    • Identifies and contacts potential internal partners and external organizations focused on improving maternal and infant health outcomes.
  2. Focus on Optimizing Existing Systems 
    • Regularly monitor performance benchmarks and track changes over time.
    • Executes internal program reviews and makes recommendations on improvement strategies based on results.
    • Makes incremental program policy changes as needed.
  3. Prioritize Stability and Long-Term Sustainability
    • Establishes and maintains critical partnerships.
    • Identifies additional opportunities to maintain or expand program services.
  4. Ensure Program Compliance
    • Assures required grant components are delegated or executed (i.e., direct and enabling services, group-based education, clinical services, community consortium).
    • Serves as a secondary HRSA contact (i.e., may submit communication on behalf of MPHD).
    • Reviews and signs invoices/expenditures.
    • Focuses on performance and talent development of staff by delegating execution of programmatic activities to experienced team members.
    • Establishes a consistent meeting cadence with and provides technical assistance to contractors to ensure data collection processes are implemented accurately and maintained on schedule.
    • Prepares required HRSA reports (i.e. monthly monitoring report, DGIS, and NCC reports).
  5. Other Duties as Assigned 
    • Contributes to the overall mission of the Metro Public Health Department and the Bureau of Population Health.
    • Participate in departmental and community events, including occasional evenings or weekends as needed.

Minimum Qualifications

Graduation from an accredited (4) four-year college or university and one (1) year of responsible, full-time employment in public administration, business administration, public health administration, public health sanitation, public health nursing, public health education, or other appropriate field

or

One (1) year of graduate study in public health administration, public administration, or health education may be substituted for one (1) year of experience

or

A minimum of seven (7) years of increasingly responsible experience in the areas of public health administration, public administration, public health sanitation, or business administration, of which at least one (1) year within the past three (3) years must have been in an administrative or supervisory capacity.
