About DPBL.
Dipanshu Promoters and Builders Pvt. Ltd. delivers building construction projects on an EPC basis, working predominantly
with government and public-sector clients across Jharkhand, Bihar and Delhi NCR. Our work is buildings — institutional, residential and
public building projects; we do not undertake roads, highways, bridges, power or industrial plant work. Our designs are checked against
departmental specifications, cleared by statutory authorities and delivered against audited timelines — an error here is a delay and a matter
of public record. We build small teams of competent engineers and give them real ownership of their discipline.
The role. You will own the commercial and measurement side of the MEP packages on DPBL's EPC building projects — quantity take-off,
BOQ, rate analysis, RA billing and subcontractor certification. On government contracts the measurement record is the payment record, so
this role sits on the company's cash position and its audit exposure.
What you will do
• Quantity take-off for HVAC, electrical, plumbing and fire fighting works from GFC and tender drawings
• Preparation and validation of BOQs for MEP packages, including bulk checks against drawings and specifications
• Rate analysis and unit rate build-up using CPWD DSR / DAR, state schedules of rates and market quotations
• Tender estimation and cost plans; vendor and subcontractor quotation comparatives; technical bid evaluation support
• Measurement Books and joint measurement of works, particularly concealed services before they are covered
• Client RA bills and subcontractor bill certification; deviation and variation statements; valuation of items not in the BOQ
• Material reconciliation and budget-versus-actual cost tracking; contract administration support — GCC and SCC conditions, price
variation, claims documentation and final account closure
What you must have
• B.E. / B.Tech or Diploma in Mechanical, Electrical or Civil Engineering
• Minimum five years in quantity surveying, estimation or billing on MEP packages — not general civil QS with incidental MEP
exposure
• Ability to take off quantities independently from MEP drawings across at least three of the four services (HVAC, electrical, plumbing, fire
fighting)
• Hands-on preparation and certification of RA bills and subcontractor bills
• Working knowledge of CPWD DSR or DAR, or an equivalent state schedule of rates, and of rate analysis build-up
• Advanced Excel; ability to read GFC drawings in AutoCAD
• Demonstrated experience on building projects executed in EPC mode
Preferred
Government, PSU or department building projects (CPWD, PWD, NBCC, HSCC, state departments) • CostX, Planswift or equivalent take-off
software • GST treatment on RA bills • claims and final account experience • institutional, hospital or public building projects.
Who this role is not for
Fresh graduates and students; candidates whose QS experience is purely civil and structural with no MEP take-off; candidates whose
experience is in road, power or industrial plant billing rather than buildings; candidates who have only assisted on billing without preparing or
