About the Department
The Senior Construction Quality Assurance Engineer supervises MBTA quality staff and/or consultants in evaluating the effectiveness of construction quality control programs. They will also perform QA audits of proposed resolutions for non-conforming work to assess the appropriateness of quality control and preventative action.
Position Duties
- Oversee the Quality Assurance Engineers and Inspectors as they monitor the contractor/fabricator’s application of their quality program.
- Coordinate and, if a higher level of support is required, participate in the on-site evaluation of contractor/vendor/fabricator implementation of approved quality programs and review or generate documentation related to those evaluations.
- Supervise the review of quality inspections/testing for accuracy, applicability, and actionable items.
- Coordinate the review of quality plans/programs/qualifications as submitted by consultants, contractors, or vendors.
- The Senior QA Engineer will focus on coordination for projects over $50M, Alternative Delivery, and special programs.
- Lead the review of industry standard documents related to compliance with FTA/Code/MBTA/industry standards and best practices.
- Review the proposed resolution of non-conforming work for appropriateness of enhanced quality control and preventative action and coordinate the update of resolution with the Project Office and the Engineer of Record.
- Lead the development and maintenance of standards for quality as related to capital projects.
- Identify trends related to quality.
- Develop a strategy for measuring, tracking, and reporting trends.
- Ensure training is provided to MBTA staff related to QA/QC, as well as contractors.
- Participate in quality audits of consultants, contractors, or vendors.
- Complete other special projects assigned by the Director, Deputy Director, Deputy Chief, or Chief.
- Respond to each inquiry, whether from a customer, vendor, or co-worker, in a professional and courteous manner.
- Available to work all shifts and locations as assigned or directed.
- Drive a company or personal vehicle to visit work sites.
- Perform related duties and project assignments as assigned and participate in a mentoring program for Quality Assurance Engineers.
Minimum Qualifications
- A Bachelor’s degree from an accredited institution in Engineering, Construction Management, Architecture, or a related field
- Five (5) years of experience in implementing quality control and quality assurance in the construction of major transit, rail, or infrastructure projects.
- A minimum of one (1) year of related experience managing and supervising staff and consultants.
- Certification of training in at least one recognized QA or QC program, such as NTI, ASQ, NETTCP, Six Sigma, or equivalent
- Strong written and interpersonal skills; effective organizational, analytical, and multitasking abilities.
- The ability to use the MSOffice suite of applications as well as Database applications.
- The ability to handle sensitive and confidential information in an appropriate manner
- Effectively communicate with customers, employees, contractors, and vendors
- Possess excellent customer service, conflict resolution, time management, communication, presentation, and speaking skills
- Have a valid driver’s license.
- Ability to supervise and work effectively with a diverse workforce
Other Qualifications
- A high school diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.
- An associate’s degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.
- A master’s degree in a related subject substitutes for two (2) years of general experience.
- A nationally recognized certification, or statewide/professional certification in a related field, substitutes for one (1) year of experience.
Preferred Experience and Skills
- Degree concentration in Engineering or Construction Management
- Minimum two (2) years related experience managing and supervising staff and consultants.
- ACI Concrete Transportation Construction Inspector Certification
- ASQ Certified Quality Inspector (or higher)
- Familiarity with industry-standard project management Information Systems, such as Trimble Unity Construct.
