About the role

About the Department

The Office of the Chief Operating Officer supports the safe and efficient operation of all MBTA modes of transportation by overseeing both daily and long-term cross-department coordination and planning activities, such as managing special projects and initiatives and business processes. 

TheManager of Operations Projects will be responsible for the detailed management of projects that support the Operations department and/or are championed by the Chief Operating Officer (COO). As assigned, this position will lead, manage, coordinate, track, and support initiatives across the Operations departments that advance MBTA strategic priorities. 

The Manager of Operations Projects will report to the Chief of Staff. 


Position Duties

  • Manage and deliver high-impact projects from initiation through completion, including but not limited to pilots and programs spanning multiple teams within Operations and involving other MBTA divisions focused on effective implementation of enhanced safety protocols and best practices. 
  • Develop and implement strategic project plans, including timelines, risk management strategies, and resource requirements.
  • Contribute to the development of policies, procedures, and other documentation necessary to ensure a smooth initiative rollout, including initial scoping and research. 
  • Engage with internal and external stakeholders to gather requirements, provide updates, address issues, and ensure adherence to specified timelines, prioritizing effective communication and collaboration throughout the project lifecycle.
  • Lead and facilitate discussions among senior executives across Operations and in other departments to drive towards key decisions. 
  • Organize and prioritize workload, take a proactive approach in identifying project needs/requirements. 
  • Prepare project-related correspondence, reports, charts, and presentations utilizing Microsoft Word, Excel, PowerPoint, and other tools. 
  • Work independently in addressing complex tasks in a time-sensitive environment.
  • Respond to inquiries, whether from customers, vendors, or co-workers, in a courteous and professional manner consistent with the Authority's standards.
  • Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
  • Visit work sites and/or attend off-site meetings throughout the MBTA service area.
  • Successful applicants must have the English language skills required for the effective performance of the position.
  • Perform all other duties and projects that may be assigned.

Supervision

  • Will supervise the project coordinator.

Minimum Qualifications

  • Bachelor’s degree from an accredited college.
  • Five (5) years full-time (or equivalent part-time) experience in project management, leading, managing, designing, and implementing business processes, public administration, or a related field.
  • Three (3) years (or equivalent part-time) experience in people management and/or large-scale project leadership.
  • Excellent verbal and written communication skills with an emphasis on effective communication to a diverse audience.
  • Excellent customer service, conflict resolution, negotiation, and communication skills
  • Effective organizational, analytical, quantitative, and time management skills.
  • Proficiency with office productivity software such as Microsoft Office, Slack, and similar applications.

Other Qualifications

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.
  • An associate degree from an accredited institution with an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement. 
  • A master’s degree in a related subject substitutes for two (2) years of general experience. 
  • A nationally recognized certification or statewide/professional certification in a related field substitutes for one year of experience.

Preferred Experience and Skills

  • Master’s degree in business administration, project management, operations management, public administration, or a related field from an accredited institution.
  • Three (3) years of experience in transportation, the public sector, or highly regulated industries or fields.
