Role – Manager-Billing, Infrastructure
The Senior Manager – Billing is responsible for end-to-end bill verification, contractor RA bill certification, work order monitoring, and compliance with RHEF Standard Operating Procedures (SOPs). This role ensures accuracy in billing processes in line with technical specifications, contract terms, and Bill of Quantities (BOQ), while supporting budget monitoring and final bill closure within defined timelines.
The incumbent works closely with the Quantity Surveyor, Site Engineers, Project Managers to maintain billing integrity across the full project portfolio – from work order award through to final account closure.
Job Description
Bill Verification & Compliance:
- Carry out price variance analysis between tendered rates, approved amendments, and claimed amounts; flag deviations with a documented rationale before certifying any bill.
- Cross-check contractor claims for extras, variations, and escalations against formal variation orders and approvals before including them in the certified amount.
- Ensure compliance with the agreed-upon contract payment terms.
- Monitor and track work contracts, including their value limits, and provide timely cost-to-completion updates.
- Oversee budget monitoring in line with the contract and Bill of Quantities (BOQ).
- Audit compliance of ongoing works as per specifications.
Certification & Turnaround Time Management:
- Certify ADHOC contractor RA bills within 7 days of submission.
- Complete final checking and certification within 20 days of submission.
- Ensure final bills are closed within 90 days or as per contractual terms.
- Process secured advances within 3 days of request.
- Monitor work order timelines and escalate delays proactively.
- Support Quantity Surveyors (QS) in estimates as and when required.
Work Order & Contract Administration:
- Monitor work contracts end-to-end: value limits, consumed amounts, balance available, and projected cost-to-completion.
- Initiate and track work order amendments in a timely manner when scope changes, rate revisions, or time extensions are formally approved, ensuring billing always operates within an authorised contract value.
- Review and validate Work Order enclosures and pre-conditions – performance guarantees, insurance certificates, labour licences – before the first bill under a new contract is certified.
Stakeholder Coordination & Support:
- Work in close coordination with Site Engineers and Project Managers during joint measurements, pre-measurement walkthroughs, and technical inspections to resolve billing disputes before they escalate.
- Support the Quantity Surveyor in preparing cost estimates, rate analyses, and comparative statements for new tenders and variation orders as and when required.
- Act as the primary point of contact for contractors on billing queries, clarifications, and certification status, ensuring professional and timely communication that protects institutional relationships without compromising rigour.
Documentation & Process Management:
- Manage RA Bill final certifications with proper bill enclosures and formats.
- Oversee the secured advance process with respect to MIR, Invoice, and MTC documentation.
Experience and Education
- Minimum 8–12 years of experience in billing, contracts, or quantity surveying preferably in the construction or real estate sector.
- Prior experience in handling contractor RA bills, BOQ-based billing, and secured advances.
- Bachelor’s degree in civil engineering or equivalent; certification in Quantity Surveying or Contract Management is preferred.
Skills
- Knowledge of contract management, billing processes, and procurement compliance.
- Understanding of BOQ, technical specifications, and construction contracts.
- Proficiency in price variance analysis and FOC material reconciliation.
- Strong work order management, tracking, and amendment oversight.
- Attention to detail, analytical skills, and ability to meet strict deadlines.
- Effective communication with contractors, vendors, and internal stakeholders.
