About The Role
As a Manager – Monitoring, Evaluation & Data, you will be the single accountable person for the Punjab program’s data integrity, MEL architecture, and how evidence is generated and used across the program. The Punjab State Program works with the government at state and district level across five interconnected areas: Foundational Literacy and Numeracy (FLN), teacher professional development, coach development, field operations, and state transformation.
This Is a Role That Provides:
- Complete ownership of program data from system design to data quality to how insights reach decision-makers.
- Opportunities to design and adapt MEL frameworks and data tools that directly shape how a state-level education program learns and corrects.
- A platform to bridge evidence and practice ensuring data is not just collected but actively used to improve outcomes for teachers and children.
- Direct engagement with government data systems and stakeholders to strengthen how data flows within and alongside the state’s own infrastructure.

What will you do?
MEL Architecture & Framework Design
- Own and strengthen the program’s MEL framework, including indicators, theory of change alignment, data tools, and evaluation design.
- Assess existing indicators for effectiveness, identify gaps, and refine systems for stronger evidence generation.
- Adapt MEL tools to the Punjab program context and government data systems.
Data Analysis & Reporting
- Analyse quantitative and qualitative data across FLN, teacher development, coaching, and field operations.
- Build and maintain dashboards that provide real-time visibility into outcomes.
- Develop reports, briefs, and presentations that translate data into actionable insights for teams and leadership.
Data Systems & Quality Ownership
- Manage data systems across KoboToolbox, Google Sheets, Looker Studio, and government MIS platforms to ensure data flows are clean, timely, and aligns with the purpose.
- Establish data governance, validation, and quality standards.
- Ensure timely collection of data by field team members by supporting them and setting SOPs and internal protocols.
- Train and support field teams on data systems and quality expectations.
Field Engagement
- Conduct field visits to validate data quality and strengthen collection practices.
- Reconcile data insights with on-ground realities.
Government Data Engagement
- Engage state and district officials to align on data collection processes, reporting formats, and shared program indicators.
- Support the program team in preparing data-backed materials for government reviews and joint planning sessions.
Requirements
Competencies for this role:
MEL Design & Evaluation Expertise
- Design and manage MEL frameworks end-to-end, including indicators, tools, evaluation approaches and impact assessment.
- Distinguish between activity metrics and indicators that are able to track evidence on ground.
Data & Analytics Proficiency
- Strong quantitative and qualitative analysis skills.
- Advanced proficiency in Google Sheets/Excel, data cleaning, tracking systems, and platforms like KoboToolbox or equivalent mobile data collection platforms.
Dash boarding & Visualization
- Build and maintain dashboards in Looker Studio or similar tools. Familiarity with other tools (Power BI, Tableau) is a plus.
- Translate complex data into clear, accessible insights for varied audiences.
Data Systems Thinking
- Design reliable data systems with strong governance, validation, and quality controls.
- Understand how data flows across teams, tools, and stakeholders.
Team Capacity Building:
- Support the team in end-to-end data processes, including collection, cleaning, and validation to ensure data integrity.
- Empower program decision-making by providing timely, accurate data and actionable insights to the team and leadership.
Stakeholder Engagement
- Engages with government systems and diverse stakeholders to drive data backed decision making on ground
- Communicates data with stakeholders clearly while maintaining analytical rigor.

- Knowledge of education systems, teacher capacity-building programs, FLN programs and government processes in India.
- Awareness of dashboarding tools and data visualisation best practices.
- Understanding of government MIS systems and data environments in the Indian social sector context.
Experience
- 2–5 years of professional experience in monitoring and evaluation, data analytics, or a closely related function within the education or social impact sector.
- Demonstrated experience owning an M&E function end-to-end — not just executing a framework, but designing, adapting, and defending it.
- Experience building data systems that field teams and non-technical stakeholders actually use in practice.
- Hands-on experience with Kobo Toolbox, Looker Studio, Google Sheets/Excel, and equivalent data tools.
- Proven ability to translate data into clear, non-technical insights for diverse audiences including government officials.
- Prior experience conducting field visits and validating data quality on the ground is strongly preferred. Experience working in or alongside government systems in India is an advantage.
Benefits
Salary and benefits: Compensation for the Manager will be Rs 7,00,000 to 8,50,000 (based on prior experience and skills)
