FACILITIES PLANNING DEPARTMENT, INFORMATION TECHNOLOGY SECTION, DESKTOP AND SERVER SUPPORT (CUSTOMER SERVICES) GROUP, JOINT ADMINISTRATION OFFICE, WHITTIER

 
ESSENTIAL FUNCTIONS:  
To supervise and provide organization, leadership, technical guidance, direction, and mentoring to the Desktop and Server Support (Customer Services) group.
 
JOB SUMMARY:

Under the direction of the Information Technology Manager, the incumbent: 
  • Monitors, manages, and reports on the performance of the Desktop and Server Support (Customer Services) Group
  • Collaborates with other IT Supervisors to ensure consistent service delivery across the organization
  • Oversees the evaluation, implementation, and administration of new technology solutions
  • Provides technical direction, coaching, and mentoring to staff.
  • Participates in the selection, motivation, evaluation, and discipline of staff
  • Ensures staff are trained and equipped to perform their duties, and continually updates training requirements to align with evolving technologies and platforms
  • Assists with ongoing planning and implementation of projects in the IT Strategic Plan
  • Assists in the preparation of annual operations and maintenance and capital improvement budgets
  • Manages approved projects to ensure effective budgetary and resource utilization, and on-time completion
  • Reviews and approves hardware, software, and services purchase requests
  • Assesses budget and technical requirements for IT Group projects and prepares associated job plans
  • Facilitates customer outreach, providing regular project status updates, and customer health checks
  • Supervises the evaluation and selection of consultants and vendors
  • Assists in the development and enforcement of IT policies, procedures and standards

Position Duties

Applicants must possess a valid California Class C driver license and the following:  
  • A bachelor's degree in Computer Science or a closely related field from an accredited college or university
AND one (1) of the following:
  • Option 1: Status as a Supervising Systems Analyst with the Los Angeles County Sanitation Districts
  • Option 2: Four (4) years of experience as a Senior Systems Analyst with the Los Angeles County Sanitation Districts 
  • Option 3: Six (6) years of experience performing professional-level information technology work involving IT project management, IT services management, network management, IT infrastructure management, software development management, IT service desk management, IT cybersecurity management or other relevant domains. At least one (1) of the required six (6) years of experience must be in a supervisory capacity.  Note: A master's degree in computer science or a related field may be substituted for one (1) year of the required non-supervisory experience

DESIRABLE QUALIFICATIONS:

The ideal candidate would possess one or more of the following:
  • Information Technology Infrastructure Library (ITIL) 4 Certification
  • Prosci Change Management Certification, or a minimum of five (5) years of professional experience in organizational change management, including planning, implementing, and sustaining technology-related change initiatives
  • Project Management Professional (PMP) Certification, issued by the Project Management Institute
  • A minimum of five (5) years of experience managing a Microsoft 365 tenant, including responsibility for licensing and billing administration, security configuration and monitoring, identity and access management, compliance features, and governance controls
  • Information Technology Asset Management (ITAM) Certification, or a minimum of five (5) years of experience in Information Technology Asset Management, including:
    • Development and maintenance of an Information Technology Service Management portfolio
    • Knowledge of public-sector or government hardware lifecycle management practices, including procurement, inventory control, deployment, maintenance, and disposition

Minimum Qualifications

  • Plan, organize, and execute projects successfully
  • Build and maintain relationships with key stakeholders and ensure customer satisfaction, working collaboratively with staff and customers
  • Manage multiple tasks simultaneously, prioritize effectively, and meet deadlines

Other Qualifications

SELECTION PROCESS:
  • All applications will be reviewed to determine if the conditions and qualifications for testing are met.
  • The selection process will consist of a technical writing project weighted at 30%, and an interview weighted at 70%. 
  • Candidates must receive qualifying scores on each selection component to move forward in the selection process.
  • The initial review of applications is tentatively scheduled to begin the week of May 18.
