Job Title: CORTAP Lead Reviewer
Location: Remote / Nationwide Travel Required

Position Summary
The CORTAP Lead Reviewer is responsible for leading Federal Transit Administration (FTA) oversight reviews conducted under the Comprehensive Oversight Review and Technical Assistance Program (CORTAP). This role manages the full review lifecycle, including planning, document analysis, stakeholder interviews, on-site review activities, compliance assessment, report development, and corrective action follow-up. The Lead Reviewer serves as the primary point of contact for clients, project staff, and federal stakeholders, ensuring reviews are completed on time, with high quality, and in accordance with applicable FTA requirements, policies, and review protocols.
Key Responsibilities
Lead and manage assigned CORTAP reviews from kickoff through final report issuance.
Serve as the primary liaison with transit agencies, FTA staff, and internal project teams.
Review agency policies, procedures, records, and supporting documentation for compliance with federal requirements.
Plan and conduct desk reviews, interviews, site visits, and exit conferences.
Direct and coordinate review team members, including subject matter specialists and support staff.
Analyze findings, identify compliance issues, and develop clear, well-supported observations and deficiency determinations.
Draft, review, and finalize reports, technical memoranda, corrective action plans, and related deliverables.
Ensure review documentation is complete, accurate, and aligned with program guidance and quality standards.
Provide technical assistance to agencies on corrective actions and compliance improvements.
Track schedules, milestones, risks, and outstanding information requests across multiple reviews.
Maintain current knowledge of FTA regulations, circulars, and oversight guidance relevant to assigned review areas.
Support internal quality assurance and continuous improvement of review tools, templates, and methodologies.
Required Qualifications
Bachelor’s degree in public administration, transportation, planning, business, law, finance, or a related field.
7+ years of experience in transit oversight, compliance, grants management, auditing, program review, or related work.
Demonstrated knowledge of FTA programs, regulations, and oversight processes.
Experience leading complex reviews, audits, assessments, or compliance engagements.
Strong analytical, writing, and interviewing skills.
Proven ability to manage multiple priorities, deadlines, and stakeholders in a fast-paced environment.
Strong judgment and ability to interpret regulatory requirements and apply them to operational settings.
Proficiency with Microsoft Office Suite and standard document/reporting tools.
Ability to travel nationwide for site visits as required.
Preferred Qualifications
Prior experience supporting FTA oversight reviews, triennial reviews, state management reviews, or similar federal compliance programs.
Knowledge of review areas such as procurement, financial management, technical capacity, civil rights, ADA, DBE, Title VI, TAM, PTASP, or drug and alcohol compliance.
PMP, CPA, CIA, JD, or other relevant professional certification.
Experience developing corrective action plans and providing compliance-focused technical assistance.
