Role Overview
We are seeking a seasoned and highly connected Head – Liaisoning to lead all regulatory, approval, and government interface functions for large-scale real estate developments in Navi Mumbai .
This role is critical in ensuring timely project execution, regulatory compliance, and strategic engagement with government authorities, particularly for high-rise and complex developments.
The ideal candidate brings deep domain expertise, strong relationships across regulatory bodies, and a proven ability to navigate Mumbai’s highly complex approval ecosystem.
Key Responsibilities
1. Regulatory & Statutory Approvals
- Lead end-to-end liaisoning for all approvals, permissions, and statutory clearances
- Secure key approvals including:
- Commencement Certificate (CC)
- Intimation of Disapproval (IOD)
- Fire NOC (including high-rise compliance)
- Environmental Clearance
- Height clearance from Airports Authority of India
- Ensure full compliance with RERA, municipal regulations, and applicable state/central laws
2. Government & Institutional Relations
- Build and maintain strong relationships with authorities such as:
- Municipal Corporation of Navi Mumbai (NMMC)
- CIDCO
- NAINA
- Other Urban Local Bodies and State Departments
- Represent the organization in regulatory discussions, policy forums, and industry bodies
- Act as the primary interface between the company and government agencies
3. Project Enablement & Execution Support
- Work closely with Projects, Legal, Land, Finance, and Design teams to enable seamless approvals
- Identify and resolve bottlenecks in statutory processes
- Support land acquisition, due diligence, and title clearance processes
- Ensure timely availability of approvals aligned with project timelines
4. Policy Monitoring & Strategic Advisory
- Track evolving policies, circulars, and regulatory changes impacting real estate and infrastructure
- Analyze implications and proactively advise senior management
- Participate in policy advocacy and represent organizational interests
5. Risk Management & Compliance
- Identify regulatory risks that may impact project timelines or feasibility
- Develop mitigation strategies and contingency plans
- Ensure all documentation, filings, and approvals are maintained with strict compliance discipline
- Monitor deadlines and prevent legal or operational setbacks
6. Stakeholder & Community Engagement
- Engage with external stakeholders including:
- Government authorities
- Consultants and industry bodies
- Local community groups
- Manage sensitive issues, conflicts, and negotiations effectively
- Represent the organization in forums, meetings, and public engagements
Key Skills & Competencies
Regulatory Expertise
- Deep knowledge of Development Control & Promotion Regulations (DCPR), CRZ norms, and approval frameworks
- Strong experience in handling high-rise and large-scale project approvals
Liaisoning & Influence
- Well-established network across government and regulatory bodies
- Strong negotiation, influencing, and relationship management skills
Execution Excellence
- Proven ability to fast-track approvals and resolve complex regulatory challenges
- Strong coordination across multiple stakeholders and departments
Analytical & Strategic Thinking
- Ability to interpret policy changes and translate them into actionable business insights
- Strong risk assessment and problem-solving capability
Leadership
- Ability to lead and structure the liaisoning function at an organizational level
- Strong planning, prioritization, and decision-making skills
Preferred Experience
- Extensive experience in Mumbai / Navi Mumbai real estate market
- Proven track record of handling approvals for high-rise developments
- Hands-on experience with authorities such as NMMC, CIDCO, and NAINA
- Exposure to residential, commercial, retail, and mixed-use developments
