Senior .NET Enterprise Architect | Muscat, Oman | Government Digital Transformation Program | 3-Year Engagement

12th Wonder, through its local government delivery partner in Oman, is hiring a Senior .NET Enterprise Architect for a prestigious government-backed digital transformation initiative. This role offers the opportunity to architect and modernize national-scale digital platforms, lead enterprise architecture initiatives, and drive the adoption of AI-enabled solutions across public-sector systems.
Key Responsibilities
- Design secure, scalable, and enterprise-grade architectures for government systems.
- Lead technical delivery using C#, ASP.NET Core, Web API, SQL Server, and Azure.
- Architect AI-powered solutions including RAG, Vector Search, LLM integrations, and AI orchestration frameworks.
- Define integration, interoperability, and governance standards across multiple platforms.
- Establish DevOps, CI/CD, and engineering best practices.
- Mentor development teams and provide architectural leadership.
- Collaborate with government stakeholders to translate business requirements into technology solutions.
Required Skills & Experience
- 10+ years of experience in Software Engineering, Systems Analysis, and Enterprise Architecture.
- Strong expertise in .NET technologies including C#, ASP.NET Core, Entity Framework, SQL Server, and Azure.
- Experience delivering large-scale, mission-critical systems for government or enterprise organizations.
- Strong understanding of enterprise architecture principles and solution design.
- Public technical contributions through GitHub, NuGet, NPM, blogs, or similar platforms.
- Excellent communication and stakeholder management skills.
- Willingness to relocate to Muscat, Oman.
Preferred Qualifications
- Experience with GCC/Oman government frameworks and platforms (GUP, OGN, OeGAF, or similar).
- TOGAF certification or equivalent enterprise architecture experience.
- Expertise in Azure DevOps, Docker, Kafka, IIS, and Windows Server.
- Hands-on experience with AI technologies including Semantic Kernel and LLM integrations.
- Arabic language proficiency.
