About the Department
Lead the City's planning, zoning, development review, building regulations, City beautification, economic development and master planning initiatives; report to the City Manager and work closely with boards and commissions in a public setting; lead the Joint Land Use Implementation Program, Joint Airport Zoning Board and the City of Kingsville Master Plan by enforcing building, zoning, subdivision, land use and development regulations; coordinate with staff on transportation, planning and capital improvement programs to maintain the City's goal of addressing Master Plan and Joint Land Use Implementation Program priority issues; represent the City in negotiations related to land use and development by providing highly responsible, professional staff
assistance.
SPECIFIC DUTIES AND RESPONSIBILITIES
Essential Functions:
- Managing program goals, objectives, policies and priorities to ascertain type of development, building and zoning is compliant with City expectations.
- Coordinate Joint Land Use Implementation Program with NAS Kingsville, Kleberg County, state and local organizations, and prepare documentation to formally implement recommendations.
- Hold public workshops/hearings and present implementation proposals.
- Participate in public meetings to keep open communication on the changing needs of the community.
- Serve and/or coordinate various community boards and councils such as Planning & Zoning Commission, Zoning Board of Adjustment, Historical Development Board and Electrical Board to maintain consistency with AICUZ, JLUS and City's Master Plan.
- Serve as the City's Liaison with NAS Kingsville, Kleberg County, and other governmental/development agencies for the continued mutual sharing and coordination of information relating to planning and zoning to maintain joint goals of enforcing current AICUZ areas and eliminating encroachment issues.
- Provide professional and technical staff assistance on new and on-going physical development policies to ensure the City's compliance.
- Coordinate activities with those of the Chamber of Commerce and Economic Development Council to promote the City's economic development.
- Prepare and present project/incentive proposals for the continued development of Kingsville and its ETJ.
- Perform other related duties as assigned.
MINIMUM EDUCATION AND TRAINING
Bachelor’s degree in planning or related field. Two (2) years supervisory experience. Any combination of training and experience providing the required knowledge, skills and abilities.
MINIMUM QUALIFICATIONS AND STANDARDS REQUIRED
Knowledge, Skills, and Abilities:
- Knowledge of codes, laws and pertinent ordinance and regulations pertaining to the area of building and development.
- Ability to maintain confidentiality.
- Ability to read, write and communicate effectively in person or by telephone with the public in the English language.
- Ability to establish and maintain an effective working relationship and to communicate with department personnel, other City employees and the public.
- Requires strong interpersonal and public relations skills to work effectively with various officials, staff, citizens and other customers.
Physical Requirements:
Additionally, the following physical abilities are required:
- Dexterity: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
- Handling: Picking, holding, or otherwise working, primarily with the whole hand.
- Visual ability: sufficient to effectively operate office equipment including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc.
- Hearing ability: sufficient to hold a conversation with other individuals both in person and over a telephone; and to hear recording on transcription device.
- Speaking ability: sufficient to communicate effectively with other individuals in person and over the telephone.
- Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
- Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
- Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
- Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
WORK ENVIRONMENT
May be required to work hours other than the regular schedule including nights, weekends, and holidays.
