Position Summary
Public Health – Seattle and King County (PHSKC) relies heavily on the use of Microsoft 365 (MS365) tools in our work. The Public Health Microsoft 365 (M365) Program Manager (Project/Program Manager IV) will oversee management of the M365 environment in Public Health, including governance, training, support, and use of M365 tools in the department. This position collaborates with divisions and teams to organize and optimize usage across SharePoint, Teams, and related applications within the Government Cloud environment to ensure the department’s information is accessible, secure, and compliant with organizational and regulatory requirements.

The Administrative Services Division partners to provide efficient and effective expertise that makes it possible for Public Health to foster healthy people and communities. The Administrative Services Division includes teams that support the department with financial services, compliance, records management, health information technology, risk management, contracts and procurement, facilities support, and support for the intersection of our work with information technology.

Work Schedule
Monday through Friday, 8:00 am to 5:00 pm; occasional evenings and weekends may be required. This 1.0 FTE position is FLSA Exempt and not eligible for overtime.
Work Location
Chinook Building, located at 401 5th Ave, Seattle, WA 98104
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Remote and Onsite Work
The M365 Team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the Chinook Building located at 401 5th Ave, Seattle, WA 98104.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
Position Duties
- Provide strategic direction and oversight for the department's M365 modernization and maintenance efforts.
- Oversee department-wide assessments of MS365 usage; identify business needs, gaps, risks, priorities, and future-state opportunities.
- Work in partnership with King County Information Technology (KCIT) to coordinate, problem-solve, and prioritize department needs and to ensure alignment with KCIT compliance and security policies.
- Act as the primary Collection Administrator for Public Health’s Microsoft 365 content collections, including SharePoint sites, document libraries, Teams sites/channels, and architecture. Work closely with division Collection Administrators to achieve a consistent approach and shared vision.
- Supervise staff, including supporting professional development, hiring, and performance management.
- Strengthen and maintain governance of M365 for the department.
- Work with department leadership, divisions/teams, and KCIT to ensure collaboration and consistent workflows and communication.
- Troubleshoot issues related to site stability, permissions, sharing, configuration, and updates.
- Support, coordinate, and prioritize content migration efforts, including planning, mapping, testing, and implementation of moves within the M365 environment.
- Promote continuous improvement, quality assurance, and user feedback processes to maintain long-term systems stability and functional effectiveness.
- Develop and oversee training, job aids, best practice guidance, communication strategies, and change management plans.
- Work with Public Health Compliance and Records Management teams, King County Records Management, and other King County agencies to ensure alignment with operational and regulatory requirements.
Minimum Qualifications
Our ideal candidate will demonstrate the following (minimum):
- Commitment to and knowledge of racial equity and social justice principles and practices.
- Demonstrated experience administering Microsoft 365 in Government Community Cloud environments, particularly SharePoint and Teams and the associated security and permissions-based requirements to ensure functionality and stability.
- Strong understanding of information governance, document management principles, and secure data lifecycle practices.
- Demonstrated experience translating business requirements into structured, compliant Microsoft 365 content solutions.
- Demonstrated leadership and supervision experience, including building effective and accountable teams, managing conflict, creative problem-solving, and making quality decisions which can impact many parts of the Department.
- Experience with and understanding of Microsoft Entra ID and Active Directory and the dependencies associated with these tools.
- Experience with project planning and management, including complex projects involving multiple dependencies and/or conflicting priorities.
- Knowledge of and experience with change management principles.
- Experience with development of process maps, job aids, and other technical documentation.
- Experience with training and support of colleagues with varied learning styles and skillsets.
- Demonstrated ability to communicate effectively, both orally and in writing.
- Experience developing and implementing training and change management plans and drafting associated communications.
- Ability to communicate and maintain working relationships with diverse populations; facilitate discussion and consensus; collaborate effectively.
- Relates well with others; builds constructive and effective relationships; uses diplomacy and tact; can defuse even high-tension situations comfortably.
The most competitive applicants will have the following experiences and qualifications (Desired):
- Experience with content migration and data backup tools such as AvePoint or ShareGate.
- Experience with Public Health and/or health care sector.
- Knowledge of compliance and regulatory requirements for healthcare, including HIPAA and state privacy regulations.
- Certifications and/or demonstrated coursework in change management and/or project management; MS365 tools such as SharePoint and Teams
