MISSION & VISION STATEMENT:
The Kewa Pueblo Health Corporation (KPHC) is established for the purposes of carrying out the vision and mission of the Santo Domingo Health Center (SDHC). The MISSION of KPHC is: “ENSURING HEALTH & WELLNESS THROUGH EXCELLENCE IN HEALTHCARE WITH RESPECT FOR CULTURE” and the VISION OF KPHC is: “HEALTHY PEOPLE, HEALTHY COMMUNITY, and HEALTHY LIFESTYLE”.
POSITION PURPOSE:
Under general supervision, direct all activities and staff pertaining to facilities, maintenance, and housekeeping services in accordance with pertinent standards, regulations, and policies and procedures which includes but is not limited to: bids and contracts; budgets; managing the facilities engineering and planning improvement projects; supervision of professional consultants and other contract personnel; ensure facilities compliance with pertinent healthcare building codes, accreditation standards, OSHA, and contractual work specifications; and oversee emergency facilities operational initiatives and plans.

- Consistently maintains professional and ethical standards adhering to all KPHC Policies, Compliance Standards and HIPAA.
ESSENTIAL DUTIES, FUNCTIONS & RESPONSIBILITIES:
- Supervises, plans, and coordinates trade personnel activities concerned with the operations pertaining to repair, maintenance, housekeeping, and construction of facilities, equipment, buildings, and grounds to minimize interruption of patient care.
- Establish work order procedures and priorities.
- Directs all vendor relationships for areas of responsibilities which includes but is not limited to: establish work order processes and priorities, negotiates contracts and ensures that work is performed effectively and efficiently in accordance with clinic and safety standards.
- Establish preventative maintenance schedules.
- Directs and oversees work assignment progress, quality of work, repair and maintenance of building utility systems, equipment, tools, and training for Facilities Department.
- Actively participates in leadership meetings and in the development of departmental goals, objectives, policies, procedures and work standards.
- Effectively interacts with management to advise and recommend appropriate measures in operational activities, policies and procedures.
- Coordinates with Safety Manager to establish KPHC safety plans and training programs. Ensure KPHC established rules and regulations and other safety practices are adhered to.
- Oversees emergency situations concerning buildings on KPHC property.
- In coordination with the KPHC Safety Manager, develops, proposes, communicates and implements the KPHC’s Emergency Operations and Preparedness Plan. This includes drills and training.
- Ensures Material Safety Data Sheets (MSDS) are maintained and current for facilities and housekeeping departments.
- Prepares, analyzes and evaluates reports and makes recommendations for enhancing performance and patient satisfaction.
- Develops capital budget and monitors annual operating budget; orders and purchases materials, monitors expenditures and project costs; prepares monthly reports and ensures compliance with pertinent policies, procedures, laws, and standards.
- Responsible for quality checks, performance evaluations, staff training, professional development, hiring, corrective action, termination, and promotion of staff.
- Coordinates and supervises the work of professional consultants, architects, planners, engineers, construction technicians, engineering technicians, and graphic personnel.
- Responsible for project development of all building construction projects from final technical planning phases through preliminary and final design phases to construction completion.
- Responsible for technical oversight and review of all development activities affecting existing KPHC infrastructure.
- Writes specifications, review bids, and construction/remodeling plans.
- Initiates change orders and necessary correspondence to modify and/or change original plans and specifications to accommodate clinic requirements and conditions.
- Performs all other duties as assigned.
MINIMUM MANDATORY QUALIFICATIONS:
Education:
- Bachelor’s degree in civil engineering, Facilities Engineering, Mechanical Engineering, Construction Engineering or related field
OR
- International Facilities Manager’s Association certification. (CFM)
Experience:
- Five (5) years directly applicable work experience, including two (2) years working in a supervisory/management capacity.
Mandatory Knowledge, Skills, Abilities and Other Qualifications:
- Thorough knowledge and understanding of healthcare facilities operations, maintenance and repair of complicated equipment, the functioning of building systems and their inter-relationships to provide comprehensive building environmental control and support of patient care.
- Thorough knowledge of mechanical and electrical equipment utilized in a healthcare setting, of building and construction trades and methods and health center operations.
- Knowledge of Microsoft Office software and personal computer use.
- Knowledge of various applicable Federal and State Code and regulations, including Accreditation Association for Ambulatory Health Care (AAAHC) standards, OSHA Standards, National Electrical Code, Uniform Building Codes and NFPA codes 101 and 99. Familiarity with codes regarding medical gases and flammable gases.
- Ability to interact professionally with the public, tribal agencies, management, and staff.
- Ability to communicate effectively in both oral and written English.
PREFERRED QUALIFICATIONS:
- Bilingual skills in English and the Keres native language.
- Prior experience working with Indian Health Services (IHS), a Tribe or Tribal Organization.
WORK ENVIRONMENT:
The work environment characteristics described here are representative of those an employee encounters while performing the primary functions of this job. Normal office conditions exist, and the noise level in the work environment can vary from low to moderate. This position may be exposed to certain health risks that are inherent when working within a health center facility.
PHYSICAL DEMANDS:
The physical demands described here are representative of those that must be met by an employee to successfully perform the primary functions of this job. While performing the duties of this job, the employee may be required to frequently stand, walk, sit, bend, twist, talk and hear. There may be prolonged periods of standing, walking, sitting, keyboarding, reading, as well as driving or riding in transport vehicles. The employee must occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include reading, distance, computer, and color vision. Talking and hearing are essential to communicate with patients, vendors and staff.
MENTAL DEMANDS:
There are a number of deadlines associated with this position. The employee must also multi-task and interact with a wider variety of people on various and, at times, complicated issues.
