Job Description: Junior Manager – Planning & Billing
Core Roles and Responsibilities:
1. Project Scheduling & Timeline Control
- Develop, monitor, and dynamically update the Master Project Schedule (using Microsoft Project or Primavera P6) in strict accordance with Bill of Quantities (BOQ) line items and site constraints.
- Coordinate closely with the Senior Project Management team to design micro-milestones and look-ahead plans to prevent delay loops or construction bottlenecks.
- Track baseline schedules against actual physical and financial site progress to maintain tight control over progress variances.
2. Joint Measurement & Quantity Take-off
- Conduct regular, structured site visits to record accurate joint measurements of completed physical work alongside site engineers and client delegates.
- Produce and maintain validated Joint Measurement Sheets (JMS), ensuring that physical site progress seamlessly mirrors the commercial billing lifecycle.
- Perform meticulous quantity take-offs directly from architectural, structural, and working execution drawings to cross-verify client allocations and avoid over/under-billing.
3. Reduced Level (RL) & Survey Sheet Analysis
- Analyze engineering land survey sheets, total station layout raw data, and level logs to map variations in topography.
- Prepare comprehensive Reduced Level (RL) sheets to accurately calculate volumetric earthwork equations (cutting and filling quantities) required for structural foundations and site leveling.
- Translate survey data into operational resource allocations (machinery, equipment, manpower) required at the field level.
4. Rate Analysis, Variations & Client Approvals
- Actively isolate, track, and document project changes, site revisions, or scopes executed outside the initial contract parameters.
- Formulate comprehensive, data-backed rate analyses for extra items, non-scheduled items, or engineering material variations by factoring in local market indices for raw materials and labor.
- Package variation files and lead the approval lifecycle with client representatives to secure formal price endorsements and protect baseline project margins.
5. Cost Monitoring & Budget Management
- Monitor and audit weekly on-site expenditures and material consumption (e.g., SBR, Silica Sand, cement, structural steels) against budgeted BOQ parameters.
- Keep a meticulous record of site operational costs, labor productivity, and wastage indexes, raising immediate flags if execution quantities approach contractual thresholds.
6. Bill Processing & Certification
- Prepare, process, and compile running account (RA) bills, variance bills, and final close-out bills for clients.
- Verify and certify subcontractor running account bills, ensuring that retentions, safety deductions, mobilization advances, and state-aligned tax rates are cleanly reconciled.
7. Executive MIS Reporting & Documentation
- Compile and present comprehensive Management Information System (MIS) reports detailing quantity tracking, cash flow requirements, billing certification status, progressive collection pipelines, and overall project completion status.
- Maintain an organized, audit-ready document control library at the site level, housing certified bills, signed level sheets, approved client variation letters, and quality checklists.
- Execute structured monthly submissions of the entire digital and physical document data library to the corporate head office.
Qualification
- Bachelor’s degree in Civil Engineering.
- Experience with government department billing (CPWD/PWD/DDA, etc.) is mandatory.
- Proficiency in Microsoft Excel and accounting software.
- Ability to work effectively in a fast-paced environment and meet tight deadlines.
