Resource, Data & Contracts Manager – Product Model Enablement
Function: IT / OCDIO Transformation

Role Purpose
The Resource, Data & Contracts Manager plays a critical role in enabling Johnson Controls’ IT transition from a project‑centric delivery model to a product‑centric operating model. This role is responsible for restructuring contracts, resource models, and data management practices to align with persistent product teams, outcome‑based funding, and ongoing value delivery.
The role ensures that commercial agreements, third‑party engagements, and internal resource models reinforce product ownership, agility, and accountability—rather than time‑bound projects.
Key Responsibilities
Product Model–Aligned Contract Management
- Redesign vendor and partner contracts from project‑based statements of work to product‑oriented, capacity‑based, or outcome‑based models.
- Partner with Procurement, Legal, Finance, and Product Leadership to introduce long‑lived product funding constructs.
- Ensure contracts support stable product teams, Agile ways of working, and incremental delivery.
Resource & Capacity Management
- Establish and maintain a product‑aligned resource and capacity view across internal teams and partners.
- Transition staffing approaches from project allocation to persistent product, platform, and enabling teams.
- Forecast capacity and demand at the product and value‑stream level in partnership with Product and Technology leaders.
Data, Metrics & Transparency
- Define and manage data required to support the Product Model including capacity, utilization, and vendor spend.
- Enable transparency into cost‑to‑run versus cost‑to‑change and product investment decisions.
Governance & Enablement
- Act as a bridge between Product, Technology, Procurement, Finance, and Legal.
- Establish standards and playbooks for product‑aligned contracting, resource onboarding, and reporting.
- Contribute to the Product Model & Agile CoE through stakeholder education and scaling successful patterns.

- Improved alignment between product strategy, funding, and delivery.
- Increased transparency into product investment and vendor performance.
Required Qualifications & Experience
- 8–10+ years of experience in IT delivery, vendor management, commercial management, or transformation roles.
- Experience transitioning from project‑based to product‑based or Agile delivery models.
- Strong understanding of product operating models, Agile principles, and value streams.
