About the Department
With direction from and in coordination with the Budget Director, plans, instructs and coordinates the preparation and compilation of the County budget and related material. Monitors the budget; prepares financial forecasts, cost projections and comprehensive reports. Balances team and individual responsibilities. Coordinates the collection, development and analysis of data and other information. Exercises independent judgment in analyzing problems, issues and situations; develops and implements recommendations. Assists management and other staff, as directed. Complies with legal standards and requirements.
Position Duties
- Assists with planning, issuing instruction and coordinating the preparation of the County budget and related material. Identifies needs and provides information and guidance to departments, as directed. Prepares departmental components, as assigned.
- Interacts and communicates with elected officials, department heads, supervisors and staff to review budget submissions; investigates and documents variances and troubleshoots problems.
- Performs work identifying and developing budget performance measures, short and long-range budgeting plans and modifications and improvements to the budgeting process.
- Monitors budget, develops and prepares forecasts, cost projections and supplemental budget requests at the direction of the Budget Director.
- Calculates the impact of changes in labor agreements, programs and services and records appropriate budget or other adjustments, as directed.
- Assists in assessing and assuring compliance with budgeting and generally accepted accounting principles (GAAP).
- Research, interpret and apply codes, ordinances, rules and regulations equitably.
- Assists with reviewing and updating budget policies, procedures, tasks, workflows and systems.
- Prepares comprehensive reports on time with supporting conclusions and recommendations.
- Researches, retrieves, updates and analyzes complex information and data. Designs and prepares financial reports. Analytically reviews and prepares notes to amplify financial statements; investigates, explains and documents variances.
- Prioritizes and plans work activities using resources effectively.
- May make presentations at various types of meetings. Assists with planning for meetings and drafting informational documents.
- May work with others on projects or problem resolution.
- Maintains accurate and organized records, databases, systems and files.
- Performs other duties as assigned.
Minimum Qualifications

- Effective planning, time management, project coordination, program and process evaluation skills.
- Understand the principles, practices and procedures of effective public or business administration, finance, general accounting, fund accounting, payroll and related taxes and benefits, inventory control and budgeting as applied to governmental programs and operations.
- Familiar with governmental accounting (including BARS), internal controls, administrative systems and fiscal management.
- Skilled in a variety of office and accounting software including word processing, spreadsheet, database and integrated financial management applications.
- Able to plan, coordinate, organize and schedule programs, processes and services.
- Maintain a high level of confidentiality on all matters.
- Demonstrate personal and professional integrity and honesty.
- Effectively work with others and maintain working relationships and rapport with department heads, elected officials and other employees.
- Communicate effectively both orally and in writing.
- Strong organizational, research, analytical and planning abilities.
- Maintain current subject matter knowledge, technical skills and adapt to new technologies.

Other Qualifications
Requires a Bachelor’s degree or equivalent experience in public or business administration, accounting, finance or a closely related field with a minimum of three years of progressively responsible experience in accounting.
