Duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Researches a variety of sources, analyzes, and initiates actions on tax issues obtaining applicable returns, schedules, and all required information for correction of accounts and records; verifies, analyzes and adjusts taxpayer accounts. Secures payment of delinquent taxes and filing of delinquent returns. Determines financial, levy source, adjustment and uncollectible information; advises taxpayers of appeal procedures. May serve as a technical advisor, OJT coach, classroom instructor, or reviewer, and provide technical assistance on systemic problems and inconsistencies in IRMs.

Training Details Post of Duty: Training may be conducted in a designated location other than the assigned POD located in the job offer until training is complete. Shift: Training may be conducted during a shift other than the one you were selected for. Probationary Period - All newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period. During this time, your performance, conduct, and suitability for continued employment will be evaluated. You will not automatically convert to permanent status at the end of the probationary (or trial) period. Your supervisor must affirmatively determine that continued employment is in the best interest of the Federal service. If no certification is made before the probationary (or trial) period ends, your appointment will be terminated. You are encouraged to actively engage with your supervisor, seek feedback, and understand role expectations. Additional guidance and support will be provided during onboarding. Key Eligibility Requirements: U.S Citizenship - Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. Selective Service Registration - Males born after December 31, 1959 are required to be registered with the Selective Service System or prove they are exempt from having to do so. Personal Identity Verification (PIV) - Must provide 2 forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies. Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement. QUALIFICATION REQUIREMENTS: General Experience/ Education GS-04: Applicants must have one of the following to qualify at this grade level: At least twelve (12 months) of general experience. General experience - Must demonstrate progressively responsible clerical, office, or other work that indicates ability to acquire the particular competencies needed to perform the duties of the position to be filled. This may be paid or non-paid experience. To be qualified for this position, experience must include: experience performing a variety of routine clerical duties in an office setting such as managing mail and email, scheduling appointments, maintaining established record keeping and/or database files, and providing information and assistance to customers; performing daily work using a computer (for example: Adobe Acrobat, Microsoft Word, Excel, Edge, or other search engines); communicating established rules and procedures; OR Two (2) years of education above the high school level (education may have been obtained in an accredited junior college, college, university, business, secretarial or technical school). OR A combination of education and experience equivalent to one (1) year of general experience. Specialized Experience/ Education GS-05: Applicants must meet one of the following: At least one (1) year of specialized experience equivalent to the next lower grade level (GS-04) in the Federal government. To be qualified for this position, experience must include: experience responding to customer inquiries regarding billing or financial transactions and managing customer accounts (for example: credits, debits, adjustments, reconciling discrepancies etc.); performing daily work using a computer (for example: Adobe Acrobat, Microsoft Word, Excel, Edge, or other search engines) to locate and review records; and researching and communicating established rules and procedures that involve factual details; OR You may substitute education for specialized experience as follows: A Bachelor's degree or four years of education above high school in any field of study from an accredited business, secretarial or technical school, junior college, college or university. OR Have a combination of education and experience equivalent to one year of specialized experience. Post-high school education must be from an accredited business, secretarial or technical school, junior college, college or university. AND You must also meet the following requirements: MINIMUM AGE REQUIREMENT: Minimum age for federal employment is 18 years old, or at least 16 years old and have: Graduated from high school or been awarded a certificate equivalent to graduating from high school; or Completed a formal vocational training program; or Received a statement from school authorities agreeing with your preference for employment rather than continuing your education For more information on qualifications please refer to OPM's Qualifications Standards.

Education

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. Salary: General Schedule (GS) Locality Pay tables may be found under Salaries & Wages. TERM Appointment: If you are a current federal employee on a permanent competitive service appointment and accept this appointment, you will voluntarily relinquish your permanent status and will not be returned to your previous position upon completion of appointment. Term Conversion Potential - This Term Appointment has potential for conversion to a permanent appointment under the Restructuring and Reform Act (RRA) of 1998. To be eligible, you must apply and compete for a vacancy announcement that is in the same line of work and open to term employees. In addition, you must have completed 2 years of current continuous service under a term appointment (or any combination of term appointments under competitive procedures) and received at least a fully successful performance rating. Fingerprint/Criminal History Check - This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
