Duties
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. The incumbent assists management in formulating internal labor policies consistent with labor-management laws and regulations and actively participates in meetings on labor relations problems, collective bargaining negotiations, grievance responses, and answers to charges of unfair labor practices or creates, establishes, or prescribes labor-management relations policies. Performs extensive operational reviews, prepares comprehensive program analyses/evaluations and provides guidelines pertaining to the effectiveness of program operations in meeting established goals and objectives. Recommends program staffing; develops changes in methods, procedures and techniques to improve baseline measures; and conducts studies of employee/organizational efficiency and productivity and recommends changes in improvements in organization, staffing, work methods procedures. Plans, coordinates and establishes operating methods and procedures for accomplishment of project mission, and as needed, directs the development and accomplishment of employee training relating to the project. May act as a senior analyst providing guidance and assistance to lower graded specialists and may also serve as a project manager responsible for accomplishing various analytical studies and/or projects to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs. Probationary Period - A person who is required to go through a probationary period and then is transferred, promoted, demoted, or reassigned before he or she completes such period is required to complete the remainder of the probationary period in the new position. Qualifications
Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement. GS-09 SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal Service. Specialized experience includes: Preparing comprehensive program analyses and evaluations pertaining to the effectiveness of engagement program operations. Planning, coordinating, and establishing operating methods and procedures for accomplishment of a program mission. Developing changes in methods and conducting studies of employee/organizational efficiency and productivity. Providing guidance for various analytical studies to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs. Providing guidance related to the agency's grievance process, including labor-management laws and regulations, and the Federal Labor Relations Authority (FLRA) statutes. OR master's or equivalent graduate degree in a field demonstrating the knowledge, skills, and abilities necessary to do the work. (e.g., Business Administration) OR two full years of progressively higher-level graduate education leading to a master's degree in a field demonstrating the knowledge, skills, and abilities necessary to do the work. (e.g., Business Administration) OR LL.B. or J.D., if related OR You may qualify by having a combination of experience and education as described above. GS-11 SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal Service. Specialized experience must include seven (7) of the following: Preparing evaluations for a segment or phase of a broader project or study. Recommending changes and/or alternative methods, processes, and techniques to improve program and administrative procedures. Utilizing conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives. Preparing draft reports and other guidelines and materials. Provides feedback to the manager regarding critical, sensitive, or confidential matters related to labor-management issues and concerns. Providing guidance related to the agency's grievance process, including labor-management laws and regulations, and the Federal Labor Relations Authority (FLRA) statutes. Creating strategic plans, preparing employee communications, and facilitating employee activities. Collaborating with various stakeholders to support areas of employee engagement, and guidelines pertaining to the effectiveness of line program operations. Proposing recommendations and conducting studies of employee/organizational efficiency and productivity. OR A Ph.D. or equivalent doctoral degree in in a field demonstrating the knowledge, skills, and abilities necessary to do the work. (e.g., Business Administration) OR Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a field demonstrating the knowledge, skills, and abilities necessary to do the work. GS-12 SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience must include: Measuring accomplishments and progress by demonstrating evaluative and analytical methodology to make recommendations regarding local, national, and organizational initiatives. Revising organizational methods and developing new approaches to gather information to apply to programs, projects, and studies. Demonstrating project management techniques to plan, schedule, and conduct various projects. Identifying actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. Provides advice and feedback on critical, sensitive, or confidential matters to address and decide upon labor-management issues and concerns. Preparing analyses and estimates and oral communication techniques to present findings and negotiate solutions. Assists management in formulating internal labor policies consistent with labor-management laws and regulations, including prescribing labor-management relations policies. Providing guidance related to the agency's grievance process, including labor-management laws and regulations, and the Federal Labor Relations Authority (FLRA) statutes AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions. Education
A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
