i. Review of Training programme and Training Needs Assessment for specialized training for labour inspectors on forced labour and child labour Conduct and review the needs assessment Conduct a thorough review of existing training materials, guidelines, and needs assessments previously developed by the ILO, identifying gaps and areas for improvement Review the current training modules and training needs including gathering insights from DOL officers on their experiences and challenges in addressing forced labour, child labour and gender-based violence and harassment at the workplace. This collaboration will enable us to identify gaps and ensure the training aligns with both current realities and ILO standards. ii. Conduct consultations and needs assessments with key stakeholders, including officials from the Department of Labour, to determine current gaps, needs, and practical experiences related to forced labour, child labour, and GBVH. iii. Review and assess existing tools used with a view to strengthen these to better address forced labour, child labour and gender-based violence and harassment at the workplace, as appropriate. These include: (part of i. above) Labour inspection manual, looking at guidelines and criteria for judgment of some situations (e.g., indicators) to support coherence and consistency of the approach Guidance including checklists, notes and instructions Templates for the preparation of inspection reports Templates for issuing improvement notices, prohibition notices or prosecution/litigation orders Other forms used for stakeholders, which would provide evidence of compliance, including instructions for the collection and recording of the data iv. Design proposed tools v. Develop a specialized training module based on identified needs, utilizing established ILO frameworks and methodologies. This includes training content, PowerPoint presentations, checklists, guidance notes, activity sheets, and practical tools for enforcement. vi. Conduct a validation workshop with key stakeholders from the Department of Labour (DOL), including the Special Enforcement Team and representatives from Sabah and Sarawak, to review and refine the training module and associated resources. vii. Finalize and submit the validated training module, including supporting resources and materials ready for institutionalization. viii. Organize and conduct training sessions to orient a selected group of labour inspectors from the Special Enforcement Teams and Labour Departments of Peninsular Malaysia, Sabah, and Sarawak on the finalized training module These targets at least 60 inspectors from DOL in Peninsular Malaysia, particularly those from the Special Enforcement Team as well as Sabah and Sarawak. ix. Write a report on the training, together with the participants feedback, as an Annex. x. Draft final report summarizing the training's development, execution, outcomes, and recommended next steps
