Overview
The Institute for Defense Analyses (IDA) is a federally funded research and development center (FFRDC) that supports the Department of War (DoW) and other federal agencies with rigorous and objective analysis of national security issues.
This position is in IDA’s Global Dynamics and Intelligence Division (GDI). GDI delivers objective solutions to the toughest intelligence problems facing the DoW and the Intelligence Community (IC). GDI’s work ranges from cross-cutting assessments of the intelligence ecosystem, to comprehensive intelligence and security analyses, to deep technical reviews of classified programs and systems.
Housed in a state-of-the-art sensitive compartmented information facility (SCIF), GDI researchers have access to information technology systems and data needed to conduct the sensitive work of GDI sponsors.
Responsibilities
The Division Business Manager (DBM) partners with GDI leadership to develop and achieve the Division’s organizational goals and objectives. Responsibilities cover a wide range of activities in support of the Division’s objectives, including the management and reporting of task execution and budget information, tracking project-related financial data, and helping Division leadership in the preparation and continuous management of the GDI Program Plan. GDI’s contract total ranges from $15M-30M.
Job functions include:
Management of Business Processes:
- Act as the principal point of contact for the Division’s business management activities and provide management direction, accountability, and oversight of these activities.
- Provide high-quality analysis of Division business issues and substantive recommendations to Division management and project managers.
- Develop and implement Division business processes consistent with company business management practices.
- Ensure all Division business matters are conducted in accordance with institutional processes, procedures, and FFRDC contract requirements, and ensure researchers are aware of best business practices and standards.
- Contribute to resource and staffing, logistics, communications, and provisioning for GDI.
- Contribute to and support long-range, strategic corporate initiatives, including data management and business modernization.
Financial Management:
- Lead development of annual Division operating budget, to include professional development, project planning, training, and overhead initiatives.
- Responsible for planning, preparation, analysis and reporting of project and project-related financial data.
- Manage successful performance of the Division’s business functions in cost management, schedule planning, forecasting, analysis, cost estimation and pricing.
- Responsible for planning, preparation, analysis and reporting of Division direct and indirect budgets, program planning, and project and project-related financial analyses & reporting, utilizing advanced analytical tools to identify cost drivers, variances, and forecast scenarios.

Qualifications
- Minimum of a BS/BA degree in finance, economics, accounting, management, or other business-related discipline. MBA preferred.
- Ten or more years of progressively responsible work experience in comparable environment, preferably government contracting for classified and unclassified work, including experience in budget management, financial planning and analysis, travel management, property management, and timekeeping.
- Experience with and demonstrated knowledge of government contracting, Cost Accounting Standards, and the Federal Acquisition Regulations (FAR) strongly preferred.
- Proven analytical skills, innovative problem solver.
- Excellent interpersonal abilities and oral and written communication skills.
- Proven experience with Microsoft Excel and working with an integrated business system such as Deltek/Costpoint.
- Supervisory/management experience is preferred.
- Must have at least an active Secret clearance with the ability to obtain a TS/SCI level clearance. Candidates who do not meet this requirement will not be considered.
- Successful completion of a criminal background check is required.

Compensation
We support transparency, equity, and fairness in our compensation program and provide a reasonable estimate of the salary range based on data-driven market analysis for each position. While it is not typical for an individual to be hired at or near the top of the range, a reasonable estimate of the salary range for this role is $121,284 - $194,054. Individual salary within this range will be commensurate with the incumbent’s experience, unique skills and qualifications, and other relevant factors.
