Position Summary

We are seeking an experienced Project Manager and Senior Management Analyst to support the U.S. Coast Guard's Reimbursable Management Division (CG-835) at USCG Headquarters. This position serves as the single point of contact for all contractor work performed under the task order and is designated Key Personnel. The incumbent will lead project management and program integration support services across the full lifecycle of Interagency Agreements (IAAs) and Interagency Reimbursable Work Agreements (IRWAs), driving strategic analysis, business process improvement, and enterprise-wide agile transformation initiatives.


Key Responsibilities

  • Serve as the Contractor's Project Manager and primary point of contact for the Contracting Officer (KO) and Contracting Officer's Representative (COR), available via telephone 0800–1600 ET, M–F, with 4-hour response time for technical issues.
  • Manage full project lifecycles end-to-end, including IAA/IRWA initiation, funding, performance tracking, documentation, and closeout in coordination with CG-835 IRWA Buyer and CG-FDCC staff.
  • Leverage AI tools for data analysis, risk prediction, and automated reporting to support data-driven decisions.
  • Optimize collaboration and workflow automation tools with a focus on Microsoft SharePoint and the Power Platform (PowerApps, Power Automate, Power BI).
  • Lead strategic business analysis efforts: produce reports identifying gaps, improvement opportunities, and implementation plans for modernizing the organization's life-cycle processes.
  • Drive agile transformation by implementing Scrum/Kanban practices, modernizing governance and compliance frameworks, and developing training and playbooks to institutionalize new practices.
  • Manage project accounts and financial files; resolve accounting discrepancies; maintain supporting documentation per standard policies.
  • Prepare and deliver periodic financial and performance reports; define and operate a metrics dashboard; facilitate retrospectives at multiple levels.
  • Provide bi-weekly IRWA & IA status reports covering current and prior year lifecycle activities including Receipt, Performance & Acceptance reports.
  • Coordinate control objective mapping: translate rules and checkpoints into explicit control objectives; co-develop with auditors evidence requirements and testable criteria.
  • Oversee and mentor up to two Intermediate Technical Analysts supporting the team.


Minimum Qualifications

  • Education: Bachelor's degree with 4 years' experience in specialty OR 12 years of equivalent experience with 6 years in specialty (per SOW Section 1.2.2.1 and OASIS+ Senior Analyst definition).
  • 10+ years of experience in project/program management, federal financial management, or management consulting; federal government experience strongly preferred.
  • Demonstrated proficiency with Microsoft Office Suite, SharePoint, and the Power Platform (PowerApps, Power Automate, Power BI).
  • Experience managing or supporting Interagency Agreements (IAAs), IRWAs, or similar federal financial instruments.
  • Strong command of federal financial management frameworks including DHS/USCG policy and U.S. Treasury requirements.
  • Familiarity with U.S. Treasury's G-Invoicing platform and Intragovernmental (IGT) Buy/Sell transactions.
  • PMP (Project Management Professional) certification or equivalent strongly preferred.
  • Experience integrating AI/automation tools for data analysis and reporting.
  • Excellent written and verbal communication skills; able to brief senior officials and deliver training.


Preferred Qualifications

  • Master's degree in Business Administration, Public Administration, Finance, or related field.
  • Experience with USCG, DHS, or other federal CFO-Act agency.
  • Familiarity with the USCG Financial Systems Modernization Solution (FSMS), APMS, or similar federal ERP systems.
  • Agile/Scrum certification (CSM, SAFe, etc.).
  • Experience preparing or responding to CFO Act audit requirements.
