Budget, Financial Planning and Accounting
• Coordinate the Department’s annual budget formulation by engaging Country Offices and functional teams to identify, align, and prioritize activities for the year.
• Monitor budget execution, ensure efficient use of resources, and prepare reports for management review and decision making. Knowledge of results-based budgeting is essential.
• Oversee the reconciliation of expenses (SAP, Hyperion), and manage the development of projections and reclassifications, ensuring strict compliance with the Chart of Accounts.
• Liaise with the corresponding corporate units Finance (FIN), Procurement (PRC) and Administrative and Corporate Services (ACP) for inquiries, incidents and general requests.
• Collect and analyze data to prepare reports, presentations, charts, and dashboards that support CSC decision-making and institutional reporting.
• Identify and implement budget efficiency opportunities by conducting a systematic review of expenditure categories, using cost structures against comparable units/COFs, and recommending actionable measures (e.g., cost rationalization, process optimization, and resource reallocation) to maximize value for money while preserving operational effectiveness and strategic priorities.
Human Resources Management
• Guide CSC personnel in understanding and implementing human resources policies and rules in liaison with relevant IDB departments.
• Monitor, anticipate and actively contribute to the contracting of complementary workforce within CSC.
• Oversee the compliance of staff time reporting, leave administration, yearly self-assessments, among other corporate requirements, ensuring quality of information.
Process management and financial information analysis
• Prepare and update internal guidelines, processes, and develop mechanisms and tools to ensure compliance with institutional policies and optimize the processes, apply project management tools and methodologies.
• Identify issues that need to be addressed to improve efficiency and quality of various services provided within CSC.
• Prepare reports, data extraction, and develop solutions/tools for data visualization, to facilitate and enhance the monitoring and decision-making process with an integrated view of the processes, resources, and metrics.
General Services Administration
• Provide procedural/task guidance to CSC personnel in administrative matters including travel, procurement, facilities, technology accesses with the appropriate application of policies and procedures and serve as a subject matter expert for all administrative management functions.
• Oversee Travel Management processes by reviewing Statements of Expenses (SOEs) and Travel Authorizations (TAs) as a delegate, ensuring compliance with applicable policies.
• Anticipate the goods and administrative services needs and coordinate purchases following procurement guidelines.
