Duties
As a Management and Program Analyst, at full performance level, you will perform the following duties: Conducts analytical studies and evaluations to assess and improve the effectiveness of agency programs, operations, and management processes by applying qualitative and quantitative methods to analyze issues, identify trends, and propose solutions to enhance program efficiency and effectiveness. Designs and conducts management studies to address specific program challenges by identifying and resolving management problems that require the application of established analytical techniques. Develops program evaluation frameworks to measure the effectiveness of agency programs and operations by identifying performance indicators, designing data collection methodologies, and applying statistical techniques to evaluate program outcomes. Evaluates program accomplishments against established goals and objectives, assesses compliance with agency policies and regulations, and develops recommendations to address gaps or inefficiencies, including the preparing of recommendations for program adjustments and evaluating the impact of proposed changes on agency resources and operations. To meet agency needs, this position will be filled under a time-limited appointment, of more than one year but not-to-exceed (NTE) 4 Years based on management approval which will be determined by their review of workload requirements and available funding. You qualify for the GS-09 grade level if you possess one of the following: Experience: One (1) year of specialized experience at the GS-07 grade level or equivalent performing duties such as: Providing entry-level assistance to staff on program evaluation and management practices, contributing to the development of standard operating procedures and supporting the implementation of new processes. Monitoring emerging trends and developments in program management and evaluation under close supervision to ensure the agency remains responsive to changing priorities and challenges. Applying basic qualitative and quantitative methods under close supervision to gather and organize data, identify trends, and prepare preliminary recommendations for improving program efficiency and effectiveness. Assisting in the review of new or modified legislation for projected impact on agency programs and resources and supporting initiatives to address management challenges. Contributing to program evaluation efforts by assisting in identifying performance indicators, gathering data, and applying basic statistical techniques to support evaluations of program outcomes. OR Education: A master's (or equivalent graduate degree such as a L.L.B/J.D.) or 2 academic years of progressively higher level graduate education leading to such a degree; OR Combination of Education and Experience: A combination of successfully completed education and experience.
