About The Role
The HR Recruitment Manager (North India Sourcing) at PCS will play a pivotal role in sourcing and mobilizing blue-collar workers from North and East Indian states, including Bihar, Jharkhand, Odisha, Assam, Uttar Pradesh, and West Bengal. This is a full-time, onsite position based in Tiruchirappalli, Tamil Nadu, and is designed for a professional with a strong background in field recruitment, government scheme management, and strategic manpower planning. The ideal candidate will be responsible for end-to-end recruitment processes, establishing institutional partnerships, and developing long-term manpower pipelines to support factory operations. This role demands a proactive approach to mobilizing workers, ensuring compliance with government schemes, and managing vendor relationships to sustain continuous workforce availability.
Qualifications
The ideal candidate should possess a bachelor’s degree in Human Resources, Business Administration, or a related field. Prior experience of 5+ years in field recruitment, particularly in sourcing blue-collar workers from rural and semi-urban regions, is essential. Familiarity with government employment schemes such as DDU-GKY, PMKVY, and other skill development programs is highly preferred. Strong communication, negotiation skills, and the ability to build strategic partnerships with government agencies, training institutes, NGOs, and contractors are critical. The candidate should also have proficiency in MIS reporting, data management, and a good understanding of labor laws and ethical recruitment practices.
Responsibilities
- Identify and enroll the company in relevant government employment and skill development schemes, ensuring compliance with all guidelines and documentation requirements.
- Develop and implement regional recruitment strategies targeting states such as Bihar, Jharkhand, Odisha, Assam, UP, and West Bengal, focusing on sourcing garment operators and helpers.
- Establish institutional tie-ups with government skill development centers, private training institutes, NGOs, and rural employment agencies to create structured hiring pipelines.
- Conduct field recruitment drives, job camps, and awareness programs to mobilize candidates from targeted regions, managing field recruiters and local agents effectively.
- Coordinate logistics for worker mobilization, including travel arrangements, accommodation, and onboarding processes to ensure smooth integration of new hires at the factory.
- Align recruitment plans with factory requirements, ensuring timely fulfillment of manpower needs, including maintaining buffer stocks for peak periods.
- Work closely with HR and administrative teams to monitor retention rates, analyze attrition reasons, and implement strategies to improve workforce stability.
- Develop and manage relationships with manpower vendors and contractors, negotiating terms and ensuring adherence to ethical recruitment standards.
- Maintain accurate MIS reports on source-wise hiring, conversion rates, retention, and recruitment costs, providing regular updates to management.
