Regional HR Manager – Manpower Planning & Recruitment (Construction)
Locations: Hyderabad | Delhi/NCR | Mumbai | Bangalore | Tamil Nadu

About the Opportunity
We are hiring experienced Regional HR Managers for a leading electrical contracting and infrastructure solutions organisation with project operations across India.
This is a hands-on regional HR leadership role focused on manpower planning, blue-collar recruitment, labour contractor management and site HR operations. The selected candidate will be responsible for ensuring uninterrupted project execution through timely manpower availability and effective workforce management.
Key Responsibilities:
- Manpower Planning & Recruitment: Plan, source and arrange skilled/unskilled workers, helpers and technicians based on construction project requirements.
- Labour Contractor Management: Develop and maintain a strong network of manpower agencies and labour contractors to fulfil urgent workforce requirements.
- Site HR Operations: Manage attendance, overtime, TA/DA claims, payroll coordination, onboarding, worker welfare and grievances.
- Statutory Compliance: Ensure adherence to EPF, ESI, CLRA, minimum wages and applicable construction labour regulations.
- Regional HR & Administration: Oversee HR and administrative activities across multiple project sites, including workforce monitoring, reporting and cost control.
- Project Coordination: Work closely with Project Managers and Head Office HR to resolve manpower shortages and operational challenges.
Mandatory Candidate Requirements:
- Construction industry / project-site HR experience is mandatory.
- Hands-on experience in blue-collar manpower planning, recruitment and workforce deployment for construction projects.
- Strong existing network of labour contractors and manpower supply agencies.
- Practical experience managing contract labour, site HR operations and statutory compliance.
- Ability to independently handle regional workforce requirements and urgent manpower shortages.
- Willingness to travel frequently across assigned project sites.
Added Advantage: Hindi-speaking proficiency.
Candidates with strong construction-project manpower recruitment and contractor management experience will also be considered, even if their current designation is not HR Manager.
