POSITION SUMMARY:The Project Management Team Lead will be responsible for establishing and directing the policies and procedures for effective project management. The position will oversee the full project management life cycle and software development life cycle for the implementation of highly complex, large-scale, strategic IT and business initiatives. The position will implement policies, system monitors and controls to ensure successful management and reporting of all County initiatives.
The position will supervise and lead the Program Management team, assigned Project Managers, Trainers and Software Development staff. The PM Team Lead has the responsibility to assist departments and agencies in the implementation of significant technology projects and to undertake the project management of enterprise or departmental IT initiatives as directed by the Chief Information Officer and Deputy Chief Information Officer. The position will oversee the impacts and inter-dependencies between programs and work to ensure initiatives meet goals and objectives of the executive leadership team. The position will provide both verbal and written communications regarding project status, risks and issues.
This position is primarily responsible for the planning, oversight, and implementation of the Information Technology Infrastructure Library (ITIL) framework for the Department of Technology and Communication Services (DTCS). Secondary responsibility includes functioning as a Project Manager on in-house technical projects.

$50.63 - $91.90
$105,308 - $191,160CLASS DESCRIPTION:Performs management and advanced level technology and communication services work under general supervision from an administrative or technical superior. Assignments include managing the operations of the Office of Central Services, such as mail services, printing services, and fleet management; or developing and maintaining the County’s information processing and systems programming systems; or planning, directing, and managing the Technical Support component within the Information Systems Services Office; or coordinating County-wide geographic database information and integration system; and administering systems programming, data communication, and data base administration; or, overall management of the County’s radio and telephone communication systems. Work also includes monitoring budget expenditures.Position Duties

Primary coordinator, project manager and business driver for the planning, oversight and implementation of the ITIL framework for DTCS.
Oversee and prioritize the resource and asset allocation process to ensure that projects are properly supported.
Provides project management support ranging from strategy development, requirements definition, statement of work generation, design, implementation, deployment and transition to post implementation support.
Actively participates in the development, coordination and implementation of business solutions with internal stakeholders and functional teams.
Develops project plans, project charters, communication plans, quality management plans, risk plans, contingency plans, lessons learned post-implementation reviews and other associated documentation.
Identifies and communicates project interdependencies and manages project issues logs and resolutions.
Responsible for adhering to change management procedures incorporating a formalized change control process that ensures that changes to project scope, deliverables, timelines and resources are formally defined, documented and approved.
Plan, identify, evaluate and communicate project risks using risk management techniques; develop contingency plans to mitigate risks.
Actively tracks the work efforts of business, technical, and quality assurance resources through daily management of the project plan.
Strong management of client and internal stakeholder expectations.
Develops project documentation; analyzes and reports on project status, monitors project performance to maintain the quality of services, deliverables and content to clients.
Evaluates the effectiveness and accuracy of documentation in order to continually improve the project infrastructure.
Maintains relationships with external clients, project stakeholders, internal client services teams, project team members, managers, vendors, and other departments. Coordinates efforts across multiple business units when applicable ensuring continuous and efficient management of projects. Gathers input and feedback for reporting to senior management.
Provides direction to project teams including assignment of individual responsibilities, tasks and technical functions.
Oversees various systems projects of significant magnitude in terms of complexity, cost, time- constraints, internal and external staffing, and equipment including software and hardware.
Identifies needs and will allocate the appropriate resources to meet timely completion of specific project tasks.
Continually monitors individual progress to insure meeting of specific deadlines. Actively pursues issue resolution and communicates project status/issues to business stakeholders and operational management.
Acts as the key liaison across all functional areas, including business units, information technology and outside vendors.
Create, refine, and enforce a structured process for the design, development, testing, and deployment of all corporate systems.
Support project initiatives, including identifying and analyzing preliminary business needs, budget considerations, time and resource estimates, defining the project scope and objectives, and getting business user sign-off.
Identify and assist in the development of training requirements for the delivery of all system projects to include "train the trainer" requirements and the necessary training materials.
Interfaces regularly with business area managers to define project direction and system change priorities.
Work with the various departments to identify and define business needs.
Identify Technical, Organization, and Economic feasibility of solutions Effectively outline software requirements.
Familiar with the Software Development Lifecyle (SDLC), and software development models.
SUPERVISORY RESPONSIBILITIES:The position will supervise the Program Management Office, Project Managers, Trainers and Software Development team.Minimum Qualifications
Bachelor's Degree and six (6) years related experience or equivalent combination of education and experience.
PREFERRED EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES:
ITIL Expert Certification.
PMP certification from PMI, Project Management Institute or equivalent experience. 5 years Project Management experience.
Proficient in Microsoft Project.
Intermediate to advanced knowledge of Microsoft Word, Excel, PowerPoint.
