Business Analyst - Fixed Term

This is a fixed term position for 24 months. As a Business Analyst at Horizons Regional Council, you'll be at the heart of our Information Management Programme, working across a range of business units to understand needs, analyse processes, and deliver improvements that enable better data use, digital transformation, and service delivery. You'll shape business cases, define system requirements, and support implementation and change management, ensuring projects deliver real value. Your work will directly enhance Council operations and contribute to more effective, efficient public services. This varied and rewarding role is ideal for someone who thrives on connecting people, systems, and strategy. You'll need to build strong relationships, manage expectations, and support change readiness across diverse teams.
