We are seeking a dynamic Program Manager to lead environmental services supporting NASA’s Johnson Space Center. This is an exciting opportunity to step into a high-impact leadership role—working directly with NASA stakeholders, managing complex environmental programs, and driving performance across a multidisciplinary team.
General Description
The Program Manager serves as the primary leader responsible for the successful execution of the NASA Environmental Support Services (NESS) contract at Johnson Space Center. This role provides overall management, coordination, and oversight of environmental programs to ensure full compliance with federal, state, and local regulations, as well as NASA policies and mission requirements.
This individual acts as the primary interface with NASA leadership and is accountable for contract performance, program delivery, and the integration of multidisciplinary environmental services.
How You Will Fulfill You Mission
Program Leadership & Execution
- Lead and manage all aspects of the environmental services program, ensuring successful delivery across multiple technical areas (e.g., air quality, water, waste, NEPA, and environmental compliance).
- Maintain an adequate, qualified workforce to support continuous operations, including emergency response needs.
- Oversee program planning, execution, and performance in alignment with contract requirements.
- Ensure contract recordkeeping and deliverable retention meets NASA records management requirements and regulatory retention obligations
- Ensure team capability for NASA/state environmental electronic systems (e.g., STEERS, NETS) and timely data calls
Client & Stakeholder Engagement
- Serve as the primary point of contact for NASA leadership, including the Contracting Officer and COR.
- Lead regular status meetings, provide program updates, and proactively address risks and issues.
- Ensure alignment with NASA’s Environmental Management Office (EMO) for all regulatory and compliance-related activities.
Regulatory Compliance & Risk Management
- Ensure compliance with all applicable environmental regulations (EPA, RCRA, CWA, NEPA, etc.) and NASA-specific requirements.
- Oversee responses to audits, inspections, and regulatory inquiries, including development of corrective action plans.
- Identify risks and implement proactive solutions to maintain compliance and mission support.
Program Oversight & Integration
- Coordinate and integrate activities across all environmental program areas and technical teams.
- Ensure consistency, quality, and efficiency in program execution.
- Support environmental planning, permitting, reporting, and compliance activities across the contract
Performance Management & Reporting
- Oversee development and submission of required reports, including monthly status reports and performance metrics.
- Monitor program performance against established KPIs and contract requirements.
- Ensure timely and high-quality delivery of all contract deliverables.
- Oversee cost tracking, including T&M by task/PWS section and travel tracking, supporting invoice accuracy and compliance.
Team Leadership
- Lead and mentor a multidisciplinary team of environmental professionals.
- Ensure personnel maintain required training, certifications, and qualifications.
- Foster a collaborative, accountable, and high-performing team environment.

Specific Knowledge/Certification Requirements
Minimum Requirements
- Bachelor of Science (BS) in Environmental Science, Chemistry, or Environmental/Chemical/Mechanical Engineering
- Minimum of seven (7) years of related management experience U.S. Citizenship required
- U.S. Citizenship required in accordance with contract requirements
- Must possess a valid REAL ID-compliant driver’s license
- Strong knowledge of environmental regulatory frameworks (EPA, NEPA, RCRA, etc.)
- Experience managing multidisciplinary technical teams
- Demonstrated ability to lead complex, compliance-driven programs
Preferred Requirement
- Experience supporting federal or NASA contracts
