Job Purpose
To lead a Centralized Emergency Response and Crisis Management Unit which provides support to all business units. To provide Investigation and Crisis, and Continuity Management and Emergency Response (CCMER) technical expertise and advice which bear critical importance to overall company objectives, operations, sustainability, and profitability.
Key Accountabilities
- Leads and establishes the strategic direction for a team of HSE specialists to establish and implement plans, procedures, and systems to provide support and sound technical advice to Operation and other relevant functions to deliver safe, reliable, and compliant operations.
- Develops and Implements Emergency Response Plans (ICS-BST, IMT), Drills (tabletop and full scale), Interfaces with external agencies (ODPM, TTEMAS, Atlantic), performing checks on emergency equipment.
- Provides professional advice and support to Incident Management Team (IMT) during CCM/ER responses and provides coaching to the team during exercises and mobilisations.
- Manages oil spill preparedness for the Company including relationships with regulatory authorities, service providers, and the multidisciplinary teams involved in the delivery of a response. Technical Authority for Oil Spill and Emergency Response Equipment maintenance.
- Establishes and maintains oil spill response processes, plans and systems to meet regulatory compliance requirements and OMS requirements including cost management for Oil Spill Response maintenance budgets.
- Assesses the quality of Investigation and CCMER through analysis of leading and lagging indicators and develops intervention plans, procedures and guidance.
- Develops, updates, evaluates and administers policies and procedures concerning CCMER.
- Manages Investigations, CCMER and oil spill response capability development. Where requested, leads and supports investigations and acts as the primary contact between Crisis Management Teams and the Upstream Operations.
- Ensures lessons learned are identified and shared with the relevant stakeholders.
- Delivers a consistent approach to HSE risk management processes and risk mitigation measures identified.
- Maintains records, reports and documents that are required to meet corporate and regulatory requirements associated with CCMER.
- Develops strategic goals, objectives and key performance indicators for CCMER and utilizes Performance Management System to measure, manage, and motivate
performance.
- Undertakes any other assignments required from time to time, to fulfil the job purpose.
Job Specifications
Minimum Qualifications
- Bachelor’s Degree in Engineering, Science or Technical Operations equivalent in industry experience.
- Master’s/Post Graduate Degree in Occupational Safety and Health, Environmental, Natural Sciences or equivalent industrial HSE experience.
- Recognized HSE certification as a Safety Professional i.e., CSP, ASP, OHST is preferable.
Minimum Experience
- A minimum of ten (10) years’ experience in Operations or Engineering or HSE and Occupational Health, Emergency / Crisis Management and Business Continuity, Oil Spill Management & Response, preferably in the oil and gas industry.
- A minimum of five (5) years’ experience in a managerial role.
Job Specific Skills
- Ability to recognize hazardous situations and implement timely corrective measures.
- Extensive technical understanding of investigation techniques with demonstrable experience and delivery.
- Ability to work well under pressure and communicate safety guidelines and regulations to Company.
