Role Purpose
To own and lead PMI's global strategic sourcing and supply-base strategy for aerospace components — building a resilient, cost-competitive, quality-assured, and delivery-reliable international supply chain that meets AS9100 and NADCAP requirements. The role manages a multi-country supplier base, owns the end-to-end import–export and customs function for inbound components, sets category strategy, and negotiates high-value cross-border agreements aligned to PennAero group procurement.
Global Strategy & Category Management
- Define and execute the global sourcing roadmap across key aerospace categories — raw material (aluminium, titanium, super-alloys), forgings, castings, special processes, machined components, hardware, and consumables — sourced across India, the USA, Europe, and Asia.
- Develop category strategies balancing landed cost, quality, delivery, currency, and geopolitical/supply risk, with dual-source and multi-geography resilience.
- Drive make-vs-buy, localization vs. import decisions, and global/low-cost-country sourcing strategy in line with EOU/SEZ and cost objectives.
International Procurement, Customs & Trade Compliance
- Own the end-to-end import–export and customs clearance function for cross-border procurement of aerospace components and raw material.
- Ensure full compliance with customs regulations, HS classification, duty structures, and duty-optimization schemes (EOU/SEZ, Advance Authorisation, EPCG, MOOWR, FTAs/DTAs as applicable).
- Manage export controls and licensing (ITAR/EAR and country-of-origin considerations), end-use documentation, and denied-party screening for defence/aerospace goods.
- Own Incoterms strategy, international freight, customs brokers, CHAs, and bonded-warehouse/SEZ logistics, driving landed-cost and clearance-cycle-time improvement.
- Ensure accurate trade documentation — Bill of Entry, shipping bills, LC/bank documentation, and statutory records.
Supplier Development & Management (Global)
- Own the end-to-end supplier lifecycle across geographies — identification, qualification, onboarding, performance management, and rationalization of the global aerospace supply base.
- Build and develop a special-process and NADCAP-approved international supplier network; drive supplier capability and capacity building.
- Establish supplier scorecards (OTD, quality PPM, responsiveness) and lead structured global business reviews and improvement programs.
Negotiation & Commercial (Cross-border)
- Lead high-value international negotiations, long-term agreements, and framework contracts; deliver year-on-year total-landed-cost savings.
- Manage cross-border contracts, currency/hedging considerations, payment terms, and commercial risk with Legal and Finance.
- Own the global sourcing budget, landed-cost tracking, and savings governance.
Cross-functional, Risk & Leadership
- Partner with Engineering, Quality, PPC, and Program Management to ensure global sourcing supports NPI, program timelines, and customer flow-downs.
- Ensure supply-chain compliance with AS9100, NADCAP, customer/OEM requirements, and EOU/SEZ regulations; align India sourcing with PennAero group procurement and inter-company supply.
- Drive global supply-risk management — long-lead planning, geopolitical and logistics risk, buffer strategy, obsolescence, and business continuity for critical suppliers.
- Champion procurement digitalization, global spend analytics, and supplier/ERP data discipline.
- Lead, mentor, and build a high-performing global sourcing, vendor-development, and import–export team.
Candidate Profile
Experience: 15–20 years in strategic/global sourcing, procurement, or supply chain, mandatorily within the aerospace / defence components manufacturing segment, with significant senior-leadership time and a strong international-procurement track record.
Education: B.E./B.Tech (Mechanical / Production / Aerospace) or equivalent; MBA / PG in Supply Chain, Operations, or International Business strongly preferred.
Must-haves:
- Deep experience in global sourcing of aerospace components and special processes, with an established multi-country supplier network.
- Mandatory hands-on ownership of import–export operations and customs clearance — HS classification, duty optimization, EOU/SEZ, Incoterms, and international freight/logistics.
- Working knowledge of export controls (ITAR/EAR) and trade-compliance for defence/aerospace goods.
- Strong command of aerospace materials, forgings/castings, machining, and special-process supply chains.
- Hands-on knowledge of AS9100 / NADCAP supplier requirements and quality flow-downs.
- Proven high-value cross-border negotiation, LTA, and landed-cost-savings track record.
Preferred: Aerospace OEM/Tier-1 global supply-base relationships, supplier-development / lean-supplier program experience, and procurement/trade certification (e.g., CPSM/CIPS).
Behavioural: Strategic and analytical, strong cross-cultural negotiator and relationship-builder, decisive under global supply pressure, and an effective cross-functional, multi-geography leader.
