Purpose of the Role
Lead the engineering function for Jio’s Outside Plant (OSP) infrastructure across the country. The role will own high level design, engineering design, procurement and contracts support, Opex utilisation and engineering governance across all OSP construction activities at national scale. OSP in Telecom is similar to OSBL of Large Oil & Gas, Petrochemical and Chemical plant.
The ideal candidate will bring deep experience in large scale infrastructure engineering across civil, mechanical, electrical, HVAC, and instrumentation disciplines. The role requires a senior leader who can set national engineering standards, drive design quality and cost efficiency, build a multidisciplinary engineering team and create a unified engineering platform that supports scalable, safe and efficient construction delivery across all OSP asset types for Jio’s next phase of growth.
Key Responsibilities
- High Level Design: Own national HLD standards and design frameworks for all OSP asset classes. Define design parameters, topology, layout, capacity planning and redundancy standards for each asset type. Prepare high level of OSP equipment’s specifications and Project Execution Philosophy which should work as guidelines for detail engineering activities for DEC and internal teams.
- Engineering Design: Lead engineering design across all disciplines. Ensure designs are constructible, maintainable, compliant with applicable codes and aligned to future capacity requirements. Establish standard design libraries, templates, specifications and quality gates for all construction activities. Prepare the Design Basis document which should have guidance to DEC and internal teams to executive the Jio OSP projects.
- Procurement and Contracts: Prepare purchase requisitions, BoQ norms, material specifications, TBE (Technical Bid Evaluation, Vendor drawing and document approval and vendor rate frameworks. Partner with procurement and construction teams on contract structures, rate benchmarking, vendor evaluation and cost control. Drive material standardisation and reuse to reduce procurement cycles.
- Opex Utilisation: Analyse operational expenditure across asset types and drive utilisation efficiency. Identify design improvements that reduce lifecycle maintenance costs. Build feedback loops from operations into design standards to improve asset reliability and reduce recurring faults. Drive the indigenization of imported items or equipments which will help to reduce the Opex, and the projects related with Energy Optimization with innovation and implementable solution.
- Governance: Establish engineering governance frameworks covering design reviews, quality audits, compliance checks, safety standards, vendor scorecards and documentation discipline. Drive "no design approval, no construction release" governance for all OSP work. Build dashboards for design variance, cost deviation, quality metrics and project readiness. Prepare the matric or tool which will ensure the completion of project within schedule, cost and with high quality.
- Capex and BoQ Control: Drive capex productivity through design optimisation, material reuse, standard libraries and avoidance of overbuild. Review major project designs for cost, capacity, redundancy and lifecycle maintainability. Responsible to complete the project within budget and should be able to take ROI based decision.
- Build Quality and Vendor Governance: Define quality gates for survey, design, construction, testing and commissioning across all asset types. Create vendor scorecards on productivity, defect rate, rework, safety, documentation and schedule adherence. Institutionalise root cause reviews for repeat defects, quality failures and poor restoration. Responsible for ensuring that infrastructure is built correctly first time and that vendors operate under strict technical, commercial, and compliance controls.
- Team and Capability Building: Build and lead a multidisciplinary engineering team. Set national engineering standards while supporting circle and state level construction teams. Select and manage detailed engineering consultants as per engineering strategy. Responsible for knowledge management which includes database for lesson learnt SOP documentation, critical RCA and best engineering deployment practices etc. This will help to avoid the repeated engineering mistakes. Skill gap analysis for the team and corrective actions.

- Standard design libraries, templates and BoQ norms for each construction category with clear quality gates and review processes.
- Engineering governance framework with design review protocols, compliance audits, vendor scorecards and documentation standards.
- Cost optimisation through design standardisation, material reuse, BoQ discipline and vendor rate benchmarking.
- Purchase requisitions, material specifications and rate frameworks to support procurement and contracts.
- Opex analysis and design feedback loops to reduce lifecycle maintenance costs and improve asset reliability.
- Engineering dashboards for design variance, quality, cost and project readiness tracking across all verticals.
- Drive value engineering initiatives to optimize project cost, improve design efficiency, and maximize lifecycle value without compromising quality, safety, or regulatory compliance.
- Adhere to ensure key milestones of the project, drive faster deployment cycle time and zero project slippage which includes schedule, cost and quality.
- Support the operational team to improve the MTBF and MTTR.
