Job Title: Procurement Head
Location: Noida
Role Overview
The Procurement Head will lead and manage centralized procurement operations at CSC, ensuring transparent, compliant, cost-effective, and timely procurement of goods and services—primarily through the Government e-Marketplace (GeM) Portal, while strengthening procurement governance and vendor management systems.
Key Responsibilities
1. Procurement Planning & Strategy
· Develop annual and monthly procurement plans aligned with organizational needs.
· Drive centralized procurement strategy for cost optimization and efficiency.
· Standardize procurement policies, SOPs, and documentation templates.
· Ensure alignment with GFR, CVC, and applicable government procurement norms.
2. GeM Portal Procurement
· Act as Primary GeM Buyer for CSC.
· Execute end-to-end procurement on GeM, including:
· Bid creation (Custom Bid / BOQ-based bidding)
· RA (Reverse Auction) handling
· Direct Purchase and L1 procurement
· Bid evaluation and comparative analysis
· Contract placement and order issuance
· Ensure compliance with GeM guidelines and audit requirements.
· Maintain GeM documentation, vendor communications, and transaction records.
· Handle GeM-related grievances, returns, and payment coordination.
· Liaise with GeM authorities, if required.
3. Vendor Management
· Develop and maintain a robust vendor database.
· Conduct vendor due diligence and performance evaluation.
· Manage rate contracts and long-term agreements.
· Ensure vendor compliance with contractual and quality standards.
4. Financial & Commercial Management
· Negotiate pricing, payment terms, SLAs, and penalties.
· Ensure budget adherence and cost benchmarking.
· Track savings achieved through strategic sourcing.
· Coordinate with Finance for timely payment processing and reconciliation.
5. Governance, Compliance & Audit
· Ensure full audit readiness of procurement records.
· Maintain complete documentation for internal/external audits.
· Monitor compliance with procurement policies and ethical standards.
· Establish internal controls to prevent irregularities.
6. Team & Process Leadership
· Lead and mentor procurement executives.
· Define KPIs for procurement team.
· Drive digitalization and automation in procurement processes.
· Coordinate with State Units for decentralized procurement needs.
Qualifications, Skills & Experience
- Education: MBA (Supply Chain/Operations) or equivalent qualification
- 10–15 years of experience in procurement with at least 5 years in a leadership role as Procurement Head in handling large-scale procurement operations
- Good Knowledge of GeM Portal operations, GFR rules, Government procurement procedures, procurement tools/ERP systems
- Expertise in bid drafting, evaluation, and comparative analysis
- Understanding of contract management and legal terms
- Excellent communication and stakeholder management
- Cost optimization and budgeting expertise
- Proficiency in MS Excel (cost comparison sheets, analysis)
- Strong negotiation, vendor development, contract management, cost optimization, SAP/ERP proficiency.
- Must have high integrity and ethical standards
