Job Purpose: The CA Commercial Zonal Head is responsible for managing Mine Development Operator (MDO) contracts, ensuring compliance with all contractual obligations and timelines. They act as a liaison between the mine owner and the MDO, coordinating with various teams to facilitate project execution, secure necessary permissions, and resolve any ambiguities or disputes. The Zonal Head ensures all tasks are completed on time, safeguards parties against regulatory issues, and manages financial transactions related to the project.
Responsibilities
Contractual Compliance and Strategic Oversight
- Ensure a comprehensive understanding of all contractual modalities and clauses as per Coal Block/Mine Development and Production Agreement (CBDPA/CMDPA) for commercial coal blocks with Nominated Authority, Ministry of Coal and Mine Developer and Operator (MDO) agreements with Mine Owner PSUs
- Monitor and enforce compliance with time-bound obligations, managing updates to contract documentation.
- Lead the execution of development stage requirements, coordinating with mine owners to confirm mutual adherence to contractual obligations.
Liaison and Coordination with Central Government for Commercial Coal Blocks and Mine Owner of MDO contracts
- Serve as the primary point of contact for government clients, facilitating B to G relationships and managing post-signing interfaces.
- Educate team members on their contractual responsibilities, promoting effective communication and cooperation.
Financial Management and Revenue Assurance
- Oversee financial operations related to mining projects, including the calculation of mining fees and tracking coal quantities for financial reporting.
- Implement document control system to prevent contractual penalties and ensure revenue recognition aligns with the dispatch of coal.
Risk and Opportunity Evaluation and Dispute Mitigation
- Identify potential opportunities for revenue maximisation
Identify potential contractual risks, evaluating their probability and impact, and develop strategies for risk mitigation and resolution of disputes
- To anticipate risks, opportunities and collaborate with the internal/external stakeholders and legal team to resolve disputes and to ensure realization of commercial claims.
- Ensure maintainenance of meticulous records and engage in continuous correspondence, including Minutes of Meetings (MoM), to support potential claims and avoid penalties or revenue loss.
Stakeholder Engagement and Internal Coordination
- Engage with internal stakeholders across admin, environment, legal, finance, and mine planning departments to ensure contract compliance.
- Lead cross-functional teams, ensuring project alignment and timely completion of contractual obligations.
- Ensure approvals for all internal correspondence and actions under the guidance of executive leadership, maintaining a clear record of decisions and directives.
