Harris County Pollution Control Services Department (HCPCS) Mission
The mission of Harris County Pollution Control Services Department (HCPCS) is to protect the citizens of Harris County from environmental impacts through firm, consistent enforcement of state and federal regulations.  The ultimate goal of PCS is clean air, water, and proper management of waste. The activities PCS are directed toward ensuring clean air and water for the citizens of Harris County, consistent with the protection of public health, enjoyment of property and the protection of plant, animal, and marine life. 

What you will do for Harris County Pollution Control

Under general supervision, the Wet Laboratory Supervisor will oversee all laboratory operations. Individuals in this position will be responsible for managing lab assignments, supervising and training staff, ensuring quality control, maintaining equipment, ordering and tracking laboratory supplies, and developing standard operating procedures. The Wet Laboratory Supervisor is expected to possess knowledge of laboratory equipment and operating advanced instrumentation and demonstrate strong leadership, communication, and organization skills to ensure optimal performance and productivity.


Duties and Responsibilities:

  • Operation Management: Oversees wet lab tasks to ensure all required analyses are conducted on samples; manages the maintenance, calibration, and operation of lab equipment and supplies.
  • Leadership & Supervision: Oversees staff performance, conducts evaluations, resolves conflicts, communicates directives, and maintains high standards of productivity, efficiency, and quality control in laboratory operations.
  • Data Management & Reporting: Enters and validates analytical data in the Laboratory Information Management System (LIMS) and approves reports as needed.
  • Laboratory Support: Assists the Laboratory Services Manager with non-routine samples, including parameter selection, special procedures, and data formatting.
  • Training & Development: Trains wet lab chemists on equipment usage, analysis techniques, quality control, and record-keeping procedures.
  • SOPs: Develops, revises, and reviews Standard Operating Procedures (SOPs) to ensure accuracy and compliance.

Position Duties

Education:

  • Bachelor’s Degree from an Accredited College or University with a Major in Physical or Life Science, Chemistry, or a related field

Experience:

  • Five (5) years of experience in conventional (wet) chemical analyses and instrumental analyses.
  • Proficiency in MS Word, PowerPoint, and Access 

Additional Requirements: 

  • College transcripts are required along with the application

Knowledge, Skills, and Abilities:
  • Knowledge of basic laboratory equipment, including pH meters, D.O. meters, analytical balances, and spectrophotometers.
  • Knowledge of operating advanced instrumentation, including TOC analyzers, pH/ISE meters, and discrete analyzers.
  • Knowledge of gravimetric, titrimetric, and microbiology operations with precision.
  • Skill in reviewing, compiling, and approving analytical reports, ensuring accuracy and compliance.
  • Ability to assess the progress of analyses and make necessary adjustments or seek guidance as needed.
  • Ability to conduct fundamental lab procedures, such as pipetting, titrating, and standard preparation.
  • Ability to manage multiple projects simultaneously while working independently.
  • Ability to supervise and mentor other analysts, promoting productivity, efficiency, and quality control in the lab.

Other Qualifications

Position Type and Typical Hours of Work:

  • Full-time | Monday - Friday | 8:00 am to 5:00 pm.

  • Weekend and other hours may be required as needed to complete tasks and in the event of an emergency or stormwater events

  • Occasional weekends, holidays, and overtime may be required based on the specific needs and demands of the department.

Reporting Relationships:

  • Reports to Position: Manager, Laboratory
  • Supervised Positions: Chemist I, Chemist II

Work Environment:

  • This position may require employees to be deployed to alternative county locations during emergency events.
  • This role requires operating in both a laboratory and office environment, which means a significant amount of time will be spent in each setting. The physical demands may involve lifting and moving objects weighing up to 20 pounds.
  • Possible work exposures: Dangerous chemicals


Employment may be contingent on passing a drug screen and meeting other standards.
