Department History Overview

Harris County Resources for Children and Adults was founded in 1966 as Harris County Child Welfare to provide support services for the children taken under the wing of the Texas Department of Family and Protective Services. Fifty years later, Harris County Resources for Children and Adults still provides this support. But the now-county department has expanded services for early prevention, intervention, and adult services.

Brief Position Overview:

Under the supervision of the Director of Administration, this position leads internal and external communications for Harris County Resources for Children and Adults (HCRCA) by developing and implementing communication strategies that promote agency programs, strengthen community engagement, and support organizational goals. The role ensures consistent messaging and branding across platforms while serving as a key point of contact for both staff communication and public-facing outreach.


Duties & Responsibilities:

  • Supervises the Communications Specialist by providing daily direction, guidance, and support. Leads regular program meetings to ensure alignment with objectives and compliance requirements. Participates in hiring and performance evaluations, oversees staff reviews and disciplinary actions when necessary, and provides ongoing training and development to promote staff growth and meet organizational needs.

  • Coordinates media interviews for agency staff, oversees external communications promoting HCRCA in the community, and supports internal staff communication.

  • Plans and coordinates special public outreach and media events, represents the agency at public and private meetings, and manages crisis communications, including drafting and coordinating responses to media inquiries.

  • Provides oversight to the Communications Specialist in maintaining the agency website and generating performance reports to evaluate effectiveness.

  • Serves as public relations liaison for the HCRCA Foundation Board.

  • Tracks communications activities and reports on the development and implementation of public relations policies and procedures.

  • Oversees external agency materials and publications, including developing, coordinating, and monitoring communicative materials regarding the agency.

  • Draft speeches for Executive Director.

Position Duties

Education:

  • Bachelor's degree in Communications, Journalism, Public Relations, Marketing from an accredited college or university.

Experience:

  • Minimum five (5) years full time paid work experience in communications, media relations, public relations or corporate communication.

  • Training and experience using a personal computer with a variety of software such as Microsoft Outlook, Microsoft Word, Microsoft Excel, PowerPoint, and Case Management Software.

Licensure:

  • Reliable transportation with a valid state of Texas driver’s license and auto liability insurance.

Knowledge, Skills & Abilities:

  • Knowledge of social service theory/practice in the field of children, youth, and family services, and/or services to the adult population.

  • Knowledgeable about current and best practices in children, youth, and family services and/or services to the adult population.

  • Knowledge of the media and public relations field, with the ability to stay current on emerging trends

  • Possess excellent verbal and written communication skills

  • Ability to speak before a group

  • Self-motivated and possess excellent time management skills

  • Must be detail-oriented and Innovative

  • Must be responsible and self-disciplined

  • Ability to handle multiple tasks

  • Ability to meet strict internal and external standards and deadlines

  • Skill in establishing and maintaining effective working relationships

  • $110,780.80--$138,465.60 (Annually)
