To supervise and monitor a variety of public health programs with responsibility for coordinating services and developing goals and objectives of any of the units of the Guilford County Public Health Department.

An employee in this class supervise and monitor a variety of public health programs with responsibility for coordinating services and developing goals and objectives. The position is responsible for programmatic, personnel, supervisory, and fiscal decisions concerning assigned units.

DUTIES AND RESPONSIBILITIES
Essential Duties and Tasks
The purpose of the PH Program Manager in Health Education is to provide strategic leadership, coordination, and oversight for key public health initiatives focused on HIV, HCV, sexually transmitted infections (STIs), PrEP, and health systems coordination. This role supports the Division Director in advancing programs that align with the Community Health Assessment (CHA), Community Health Improvement Plan (CHIP), and State of the County Health (SOTCH) Report. The Program Manager prioritizes addressing Social Determinants of Health (SDOH) and Gun Violence Prevention to reduce health disparities and improve population health outcomes across Guilford County.
The Program Manager leads the planning, implementation, and evaluation of programs and initiatives, including but not limited to the Minority Diabetes Prevention Program (MDPP), Healthy Communities, mobile health clinics, and Gun Violence Prevention strategies. Ensuring programs are data-driven, evidence-based, and responsive to the needs of historically marginalized and underserved populations.
Provides oversight and coordination of program operations, including development of work plans, timelines, budgets, and performance metrics. Monitors program progress and ensure compliance with local, state, and federal guidelines, as well as alignment with public health accreditation standards.
Collaborates with internal staff, community-based organizations (CBOs), healthcare providers, social services agencies, and other key stakeholders to strengthen partnerships and improve service delivery. Serves as a liaison between the Health Department and regional, state, and federal partners to support program initiatives and resource alignment.
Utilizes epidemiological data, community assessments, and evidence-based practices to inform program strategies and decision-making. Supports data collection, analysis, reporting, and dissemination of findings to evaluate program effectiveness and guide continuous quality improvement.
Supports activities related to the Community Health Assessment (CHA), Community Health Improvement Plan (CHIP), and State of the County Health (SOTCH) Report, including coordinating cross-sector partners, facilitating meetings, and contributing to action planning and implementation.
Oversees and supports staff and program teams by providing leadership, guidance, and professional development opportunities. Promotes a culture of health equity, accountability, and collaboration within the division.
Plans, facilitates, and participates in community meetings, events, and outreach activities to increase awareness, gather community input, and address priority health issues, including HIV/HCV prevention, access to care, and violence prevention.
Coordinates and supports mobile clinic operations and outreach efforts to expand access to prevention, screening, and linkage-to-care services for priority populations.
Develops, reviews, and submits reports, grant deliverables, and other required documentation in a timely and accurate manner. Assists with grant writing, funding opportunities, and sustainability planning for key initiatives.
Supports emergency preparedness and response activities assigned, including public health responses to communicable diseases and community crises.
Performs other duties as assigned by the Division Director to support the mission and goals of the Health Department.

• Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
Minimum Qualifications
Minimum Qualifications:
Bachelor's degree from a recognized college or university with a major study in health administration, public health, nursing, social or physical sciences or psychology. Each additional year of approved formal education may be substituted for one year of required work experience. Six years experience in a public health or social service agency providing planning, consultation or direct services with at least two years in a supervisory capacity, one year of which shall be in a health related setting.
Preferred Qualifications:
Master’s degree in public health (MPH), Health Administration, or a related field. Experience managing programs related to HIV, HCV, STIs, PrEP, or chronic disease prevention. Minimum of three (2) years of progressively responsible experience in public health program coordination, management, or supervision. Experience with community health planning processes, including Community Health Assessment (CHA), Community Health Improvement Plan (CHIP), and State of the County Health (SOTCH) reporting.
- Previous supervisory or team leadership experience.
- Experience with grant management, budgeting, and reporting requirements.
- Bilingual (Spanish/English) preferred.
Other Qualifications
May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
