About The Programs

Language and Learning Foundation (LLF) is a New Delhi-based non-profit organization with the vision of enhancing equitable student learning, especially language and literacy development, through professional development of teachers and teacher educators, building/sharing knowledge and implementing projects in collaboration with state governments. LLF is a system-focused and impact-driven organization dedicated to addressing the foundational learning crisis in collaboration with the national and state governments in India. Over the past 8 years, we have improved foundational learning outcomes of 850,000 children and classroom processes of 250,000 teachers and teacher educators across 8 states. LLF currently works with 8 state governments across the country.

Position Description

LLF is seeking an individual with exceptional skills, experience, and expertise in monitoring and evaluation related to large-scale school education interventions. This person will be a key member of our team, leading the M&E efforts across the 8 states where LLF operates.

Roles And Responsibilities

  • Contribute to the overall M&E initiatives of the organization.
  • Support the development and implementation of policies for effective data management, including protocols for data collection, analysis, interpretation, and sharing.
  • Formulate techniques to ensure quality data collection, ensuring adequacy, accuracy, and legitimacy.
  • Coordinate the development of tools for literacy assessments and classroom observation, establishing protocols for data management and analysis.
  • Revise and review theory of change, logic models, and design indicator frameworks to enhance data collection and utilization.
  • Assist in donor reporting by integrating quality monitoring and learning outcomes data into reporting structures.
  • Establish and maintain a database to monitor program progress and implementation.
  • Collaborate with technology partners to build data collection and analysis mechanisms, such as a classroom observation app.
  • Assist in generating reports and extracting data, supporting the documentation of electronic data management systems accessible to relevant teams.
  • Develop student assessment frameworks, analyze assessment findings, and prepare reports.
  • Engage with field teams to resolve queries, interpret data, and analyze data for program use.
  • Support the development and coordination of internal process studies, evaluations, and research studies as part of program activities.

Qualifications

Educational Qualifications, Skills and Abilities:

  • Masters degree or equivalent in a relevant field of education.
  • Minimum of 10 years of overall professional experience.
  • At least 7 years of experience specifically in monitoring and evaluation (M&E) functions, preferably within education-related programs.
  • Prior work experience in the education or development sector.

Skills

  • Strong understanding of data administration and management functions, including data collection, analysis, interpretation, and presentation.
  • Proficiency in MS Office, particularly Excel, and familiarity with statistical software such as Stata, SPSS, and ODK.
  • Analytical mindset with excellent problem-solving abilities.
  • Effective communication and presentation skills in both English and Hindi.
  • Ability to build and manage relationships, with strong interpersonal and collaboration skills.

Abilities

  • Ability to effectively manage and utilize program data for monitoring and evaluation purposes.
  • Capability to develop and implement M&E policies and protocols for effective data management.
  • Competence in revising and reviewing theory of change, logic models, and indicator frameworks.
  • Skill in coordinating and conducting internal process studies, evaluations, and research studies.
  • Capacity to support donor reporting by including quality monitoring and learning outcomes data.
