POSTION: Fiscal Assistant I
DEPARTMENT: Children & Youth Services
LOCATION: Fort Jackson Building, Waynesburg
SALARY: $14.52 /hr (SEIU PG 8)
HOURS: 8:30 am to 4:30 pm Monday-Friday
1-hour unpaid lunch
TYPE OF POSITION: Regular Full Time

OVERALL OBJECTIVE OF JOB:
To assist the County Fiscal Officer in completing accounting duties, submit reports, maintain accurate accounting system and ensure regulatory compliance.
ESSENTIAL FUNCTIONS OF JOB:
1. Reviews and processes provider and payroll invoices including verifying that services were prior authorized and billed amounts are in accordance with service provider contracts; prepares and processes associated payments and notifies Fiscal Officer of irregularities.
2. Assists the Fiscal Technician with all other incoming invoices; prepares and processes associated payments and notifies Fiscal Officer of irregularities.
3. Serves as Petty Cash Custodian and shares responsibility with the Fiscal Technician and Fiscal Officer for the administration, safekeeping and reconciliation of the Petty Cash Fund, as well as, adherence to agency policy for all payments and reimbursements made from the fund.
4. Maintains management information tools, supports and systems that facilitates the effective and efficient tracking, documentation, verification, validation and monitoring of changes in a child’s eligibility, child specific expenditures and referrals for services.
5. Assists Fiscal Assistant II with preparing and filing appropriate documents with the Domestic Relations Section for Title IV-D funding; attends child support hearings and court appeals.
6. Assists Fiscal Assistant II in developing, implementing and maintaining an eligibility case file for each dependent and delinquent child receiving services funded through Title IV-E and TANF.
7. Will work with providers and the state to complete yearly contracts.
8. Assists Fiscal Assistant II with gathering, organizing and verifying essential information and documents to determine and re-determine eligibility for all children receiving services funded through Title IV-E and TANF.
9. Reviews and monitors fiscal/accounting operations, i.e., receipts, expenditures, invoices, etc., and notifies County Fiscal Officer of irregularities.
10. Assists Fiscal Officer when necessary, reviewing, and processing all payment requests in QuickBooks.
11. Enters fiscal information from source documents into chart of accounts by cost center.
12. Prepares any required fiscal reports for all funding sources within the Children and Youth Program and provides information regarding the same in the absence of the County Fiscal Officer.
13. Arrange conferences, meeting and travel reservations for agency personnel.
14. Interacts with various County departments in regards to fiscal operations.
15. Maintains and reconciles all checking accounts within the Children and Youth Program.
16. Reviews, verifies and resolves any claim and billing errors with health insurance providers for all placed children.
17. Notary certification to be able to notarize agency related affidavits.
OTHER DUTIES OF JOB:
1. Attends meetings/training as required.
2. Assists the other staff or departments with needed financial information.
3. Maintains client confidentiality at all times.
4. Performs other job-related duties as required.
SUPERVISION RECEIVED:
Receives occasional supervision and instruction from County Fiscal Officer in regards to daily work duties.
SUPERVISION GIVEN:
None
WORKING CONDITIONS:
1. Works indoors in adequate work space with adequate temperatures, ventilation and lighting.
2. Works indoors with average exposure to noise, stress and disruption
3. Normal indoor exposure to dust/dirt
QUALIFICATIONS:
Education: A High School diploma or equivalent plus an Associate’s degree in accounting or business administration including or supplemented by 6 credits in accounting; AND
Experience: Two (2) years of clerical accounting support experience or an equivalent combination of education and experience. Or an associate’s degree in accounting or business administration including 6 credits in accounting; or Any equivalent combination of experience and training.
