Government Tender Specialist — US Markets (Industrial / Electronics Hardware)
Company: Dwarpaal
Location: Pune, Maharashtra, India (On-site / Hybrid)
Employment Type: Full-time
Experience: 3–4 years
About the Role
We are looking for a detail-oriented Government Tender Specialist to lead our pursuit of US public-sector procurement opportunities. You will own the end-to-end bid lifecycle — from identifying relevant tenders on platforms such as SAM.gov, GSA eBuy, state procurement portals, and aggregators like tendersontime.com, through preparing high-quality responses to RFQs, RFIs, and RFPs, to tracking outcomes and continuously improving our win rate.
You will work closely with engineering, sales, pricing, and leadership teams to translate our industrial and electronics hardware capabilities into compelling, compliant bids that win US government contracts.
Key Responsibilities
Tender Identification & Qualification
• Monitor SAM.gov, GSA eBuy, state/local procurement portals, and aggregators such as tendersontime.com for relevant US federal, state, and local government opportunities.
• Screen and qualify tenders based on NAICS codes, set-aside categories, technical fit, geography, and commercial viability.
• Maintain a structured opportunity pipeline with clear go / no-go recommendations for leadership.
Bid Preparation & Submission
• Lead the preparation and timely submission of RFQ, RFI, and RFP responses, ensuring full compliance with solicitation instructions and evaluation criteria.
• Coordinate inputs from engineering, product, pricing, legal, and operations teams to assemble accurate technical and commercial proposals.
• Draft, edit, and proofread proposal narratives, capability statements, past performance write-ups, and compliance matrices.
• Manage Q&A cycles with contracting officers, prepare clarifications, and submit amendments within deadlines.
Compliance & Registrations
• Maintain and renew vendor registrations (SAM.gov, DUNS/UEI, GSA Schedules, state vendor portals) and keep capability statements current.
• Ensure bids comply with FAR / DFARS basics, certifications, representations, and any applicable small-business or domestic-preference clauses.
Win-Rate Optimization
• Track submitted bids, outcomes, debriefs, and competitor data; build dashboards and reports for leadership.
• Analyze losses to identify pricing, technical, or positioning gaps and translate insights into a concrete win-rate improvement plan.
• Build and maintain a reusable bid library — boilerplate content, technical datasheets, certifications, past performance citations, and pricing references.
Stakeholder & Partner Management
• Liaise with US-based partners, prime contractors, distributors, and contracting officers to clarify requirements and build teaming arrangements.
• Represent the company professionally in written and verbal communications with US government buyers.
Required Qualifications
• 3–4 years of hands-on experience preparing and submitting bid responses (RFQ, RFI, RFP) to US government buyers — federal, state, or local.
• Demonstrable familiarity with SAM.gov, GSA, and tender aggregators (e.g., tendersontime.com, BidNet, GovWin, or similar).
• Working knowledge of industrial and/or electronics hardware product categories — components, instruments, equipment, manufacturing, or related domains.
• Exposure to hardware procurement workflows: BoMs, datasheets, certifications, country-of-origin / TAA compliance, lead times, and warranty terms.
• Flexibility to take off-hours calls as needed to participate in the RFP process and coordinate with US-based stakeholders during active bids.
• Excellent written and spoken English; able to write clear, persuasive proposal narratives suited to a US government audience.
• Strong proficiency in MS Word, Excel, and PDF tooling; comfortable building compliance matrices and pricing sheets.
• Highly organized, deadline-driven, and able to manage multiple concurrent bids without slipping on quality.
• Bachelor’s degree — engineering, business, or a related field preferred.
Soft Skills & Personal Attributes
• Excellent verbal and written communication — confident on calls with US buyers and partners, and able to write crisp, persuasive proposal prose.
• Go-getter mindset — proactive, self-directed, and relentlessly focused on driving outcomes rather than waiting for instructions.
• Fast learner — quickly absorbs our product portfolio, technical specifications, and value propositions, and can articulate them confidently to non-technical buyers.
• Exceptional attention to detail — government bids are won or lost on small compliance items; nothing slips through.
• Strong ownership and accountability — treats every bid like it is their own business and follows through end-to-end.
• Resilience and persistence — comfortable with the realities of competitive bidding, learns from losses, and keeps the pipeline moving.
• Structured thinking and prioritization — manages multiple deadlines, opportunities, and stakeholders without dropping the ball.
• Collaborative team player — works smoothly across engineering, sales, pricing, and leadership; influences without authority.
• Intellectual curiosity — enjoys digging into solicitations, regulations, and competitor intel to find the angle that wins.
• High integrity and professionalism — represents the company credibly with US contracting officers and partners.
Preferred / Nice-to-Have
• Experience with US Department of Defense (DoD) tenders, DLA, or other defense / aerospace procurement.
• Familiarity with FAR / DFARS clauses, NAICS code selection, small-business set-asides, and GSA Schedule contracting.
• APMP Foundation / Practitioner certification or equivalent proposal-management training.
• Hands-on experience with proposal / CRM tools (Salesforce, HubSpot, Loopio, RFPIO, or similar).
• Engineering background (electronics, instrumentation, mechanical) that allows confident dialogue with technical SMEs.
What Success Looks Like (First 6–12 Months)
• A clean, prioritized pipeline of US government opportunities reviewed weekly with leadership.
• On-time submission of every qualified bid, with zero compliance disqualifications.
• A measurable lift in win rate against a documented baseline, supported by post-bid analysis.
• A maintained bid library that cuts proposal turnaround time on repeat opportunities.
