DEFINITION
This is responsible administrative and professional health care work in the planning, operating and directing of residential facilities such as senior citizen homes, substance abuse shelters etc.
Work involves responsibility for the oversight and maintenance of the physical facilities as well as the implementation and monitoring of residential programs for service to users. Duties may vary depending on the agency to which assigned.
Work is performed under the supervision a higher level officer and is reviewed through conferences and reports for conformance to established policies, laws, rules and regulations.
Position Duties
Reviews residential sites to assure adequate monitoring and record keeping of the part of divisions/ units who run or contract for the operation of the facilities. Assumes full responsibility for proper management and operation of residential facilities.
Plans the entire program for residential facility (ies) including the care of persons residing at the premises, as well as the training of staff and maintenance of the physical plant. Has oversight of all contract monitoring activities of the unit as they pertain to the operation of or service provision to residential facilities.
Assists in the development of new residential services as required in conjunction with managers and other health providers. Evaluates the effectiveness of the health care program and plans needed changes and improvements.
Inspects and monitors all residential plant facilities to ensure contractual and legal requirements are complied with, and that all other services such as food preparation, custodial work and adequate maintenance are being met.
Participate in conferences with Social Workers and other persons relative to the care given each resident, and on the individual resident who might need special attention. May serve as a member of the Health Regulatory body in the licensing Of health care facilities within the territory.
Reviews business management activities, approves purchases and payments, writes correspondence, and prepares periodic oral and written reports on the operation of residential facilities.
Performs other related work as required.
Minimum Qualifications
Masters Degree in Nursing, Social Sciences, or any closely related field in the health profession, plus at least one (1) year experience dealing with health care OR: Bachelors Degree in Nursing, Social Science or any closely related field In the health profession plus seven (7) years experience in health care, which includes at least three (3) years in a supervisory or managerial capacity.

Knowledge of departmental rules, policies, regulations and procedures as it relates to residential facilities and services.
Knowledge In the care and operation of facilities used for senior citizens, substance abuse clients, or other persons requiring the use of such facilities,
Ability to plan, assign and supervise the work of professional* skilled and unskilled workers assigned to residential facilities.
Ability to speak and write clearly and concisely and to prepare reports of an administrative nature.
Ability to establish and maintain effective working relationships with 811 persons contacted during the course of work.
FACTOR 2 - SUPERVISORY CONTROLS
Work is performed under the direction of a higher level officer who provides assistance if when a problem arises . The employee is allowed considerable latitude in the performance of his duties.

Guidelines consist of departmental rules, regulations, policies and procedures, manuals, contractual obligations.

Plans and performs a wide range duties requiring considerable knowledge of policies, methods and procedures within general area of responsibility.
