About the Department

Under the general supervision of a higher-level officer, this is highly responsible clerical work in collecting and accounting for revenue due to the Government of the Virgin Islands (GVI), in a large governmental agency. Work in this class is distinguished from that of Cashier II, this position is assigned to a large district office that is responsible for a larger variety and volume of funds, requiring much greater attention to detail and serving as the lead cashier over subordinate personnel.  

Work involves final responsibility for funds from the time of collection to the time of deposit in a bank, and an employee must meet the character and reputation standards established by a bonding company.   

Work is performed in accordance with the accounting manual and standard departmental regulation, procedures and practices which allow little opportunity for deviation. 

Position Duties

Serves as the lead over lower-level cashiers.
 
Receives large sums of money as payment for services rendered by the agency. 

Safeguards all monies collected, between the time collected and deposited with a bank. 

Prepares or supervises the preparation of bank deposit documents and remits deposits daily to the appropriate banks. Issues receipts, validates bills and counts cash. 

Prepares daily, monthly, and other periodic summaries of collections for transmittal to appropriate divisions. 

Examines individual accounts to identify and prepare reports on overdue or delinquent bills. 

Reconciles accounts receivables register and reports of reconcilement to the appropriate division. 

Provides information to individuals who inquire about the status of their accounts. 

Performs other related duties as required. 
 

Minimum Qualifications

High School Diploma or its equivalent from an accredited institution and five (5) years of progressively responsible clerical experience, two (2) of which must have been as a Cashier II or closely related position. 
 

Other Qualifications

FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITION 
Knowledge of government regulations, practices and procedures applicable to the collection of government revenues. 
Knowledge of standard office practice and procedures.                                                           
Knowledge of basic mathematics. 
Ability to meet the character -and reputation standards established by a bonding company. 
Ability to keep records of cash received and to prepare a variety of routine reports on such transactions. 
Ability to coordinate or lead the work of a small number of subordinate clerical employees. 
Ability to establish and maintain effective working relationships with all persons contacted in the course of the work. 

FACTOR 2- SUPERVISORY CONTROLS 
Work is supervised by a higher-level officer and performed independently. Work is reviewed by an administrative supervisor for compliance with the accounting manual and departmental regulations, procedures and practices as well as for efficiency. 

FACTOR 3- GUIDELINES 
Guidelines include the VI Code, departmental policies, rules and regulations, Standard Operating Procedures, Collective Bargaining Agreements, manuals, and directives. 

FACTOR 4- COMPLEXITY 
Work involves the reconciliation of cash collected with amounts indicated on bills and receipts issued. The employee is responsible for such funds from time of collection to the time of deposit in a bank or submitted to immediate supervisor. 

FACTOR 5- SCOPE AND EFFECT 
The purpose of the work is to collect cash and deposit into banks to generate revenue for the Government of the Virgin Islands treasury. 

FACTOR 6- PERSONAL CONTACTS 
Contacts are supervisors, coworkers, representatives from other agencies/departments, customers, and the general public.

FACTOR 7- PURPOSE OF CONTACTS 
Contacts are made to collect cash for government services rendered. 

FACTOR 8- PHYSICAL DEMANDS 
Work is primarily sedentary but may include prolonged standing and lifting of light to moderate items. 

FACTOR 9- WORK ENVIRONMENT 
Work is primarily sedentary but may include prolonged standing and lifting of light to moderate heavy items.
