Purpose
This role is responsible for leading the governance, design, development, and implementation of global HR policies, HR programs and employee experience strategies within Global Business Services (GBS) and across the broader Human Resources function.
The position ensures an integrated, user centric policy framework while elevating the overall employee experience throughout the lifecycle.
The incumbent develops new HR policies and revises existing ones across all HR domains, manages related global projects aligned to strategic priorities, and partners closely with HR teams to support implementation and ensure consistent application.
The role also leads systematic evaluation of policy effectiveness, strengthens compliance, and ensures alignment with organizational goals, regulatory requirements, and evolving employee needs.
The role contributes to enterprise-wide initiatives including multiculturalism and official languages reporting, where applicable.
Scope
- Operates in a matrixed environment, collaborating with Global Business Services, HR Professionals, and senior leadership across multiple geographies.
- Works closely with various organizational units to develop integrated HR policies and employee experience programs.
- Defines and implements global/regional HR programs of varying scale and complexity.
- Recognized as an organizational SME in HR policy governance and employee experience design.
- Anticipates internal and external business, regulatory, and compliance challenges and develops proactive solutions.
Main Responsibilities
- Review existing HR policies globally, identify necessary changes, and recommend abolition of outdated documents.
- Develop a comprehensive review framework to streamline policy governance, schedule updates, ensure regulatory compliance, and improve employee experience.
- Conduct research on HR best practices globally, with emphasis on user-centric policy design and employee experience.
- Lead the design, drafting, and revision of HR policies, Staff Regulations, Staff Rules, and other administrative issuances in collaboration with relevant units.
- Provide authoritative advice on interpretation and application of HR policies, Rules, and Regulations, ensuring consistent implementation.
- Maintain logs of waivers, precedents, and policy-related decisions to support governance and compliance.
- Monitor inter-agency HR policy developments, harmonization initiatives, and analyze organizational impact.
- Coordinate responses to external or inter-agency queries on HR policies and procedures.
- Build and implement the global employee experience strategy, enhancing key moments that matter across the employee lifecycle.
- Collect and analyze measurable data, real-time observations, and multi-channel feedback to drive continuous experience improvement.
- Establish strong stakeholder partnerships and collaborate with SMEs and employee groups to shape and elevate the employee experience.
- Stay current with industry trends, best practices, and emerging technologies, contributing insights to refine employee experience programs.
- Provide guidance on organizational design, job classification, and change management processes.
- Contribute to strategy development through insights on policy impacts, organizational challenges, and workforce trends.
- Ensure timely and accurate delivery of operational HR services aligned with global standards.
- Deliver annual reports related to official languages, multiculturalism, and other compliance requirements as applicable.
Education Requirements
- Graduate degree in Human Resources Management, Public Administration, Law, or a related discipline.
- 10+ years of professional experience (for HR Programs & policy management roles).
- Professional Certifications / Other Requirements
- Preferred: UX/UI certifications.
- Required:
- Knowledge of Human Resources policies, frameworks, and regulatory guidelines.
- Strong understanding of employee experience design principles.
