Project Background: The Multi-Donor Action "Application of Just Transition Principles in the Closure and Repurposing of Coal Mines in India" is jointly co-financed by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ as part of the BMZ funded project "Application of Just Transition Principles in the Closure and Repurposing of Coal Mines in India". The Specific Objective of the action is: A sustainable closure and repurposing of coal mines in India has been initiated on the basis of Just Transition principles. The action works on three outputs: (1) In three pilot districts, the planning process for the sustainable closure of coal mines, including their repurposing and the socio-economic development of adjacent areas, has been completed. (2) The capacities of the actors important for the sustainable closure of coal mines at the national, state and district levels have been strengthened. (3) The implementation of measures for the sustainable closure of coal mines, including their repurposing and the gender-equitable socio-economic development of adjacent areas, is initiated. JOB DESCRIPTION/ RESPONSIBILITIES: Responsibilities: (1) Designing and implementation of sustainable coal mine closure plan for coal mine in Jharkhand. (2) Coordinating with the coal mine companies, consultants, private sector partners, project staff in Jharkhand and Delhi, and other key stakeholders in the area. (3) Monitoring, regular reporting of progress of the implementation plan. (4) Representing and working with the government functionaries at the International, National and State levels on the aspects of convergence, leveraging social security schemes, livelihoods and other activities as designed under the implementation plan. Core Scope of Tasks: A. Planning and Project Execution: (1) Writing ToR, coordinating, onboarding and managing consultants, implementing agencies and knowledge partners. (2) Implementation of diverse activities including logistics for online and offline capacity building initiatives, workshops and events. (3) Technical management and coordination with the implementing team in facilitating linkages with multi stakeholders. (3) Establishing networks with relevant stakeholders including CSR, Mining company, governmental and non-governmental programmes, multilateral organisations civil society organisations, academia and the private sector on topics of livelihood/ social security in coal regions. (4) Coordination and facilitating regular knowledge exchange with Government and other stakeholders. (5) Any other task required for effective coordination with stakeholders. B. Monitoring and Learning: (1) Effective roll out of operational plan and monitoring of project activities. (2) Liaising with the state level team for periodic progress updates, monitoring of project outputs and indicators. (3) Ensuring timely documentation of project activities, results and best practices. (4) Dissemination of information to various target audiences including the community, governments across local to national level, and funding institute like EU and BMZ among others. C. Application of Technical Expertise: (1) Leading the coordination with mine companies and government partners in the centre and state level on the topics coal mine closure, use of coal mines for renewable energy, applying the principles of just transition, different aspects of the mine closure plan, potential for convergence at district level etc. (2) Providing expert inputs for supporting advisory requirements on skilling, livelihoods, social and economic development of coal mining and adjacent communities. (3) Strong understanding on the government programmes including rural development programmes at the national and state levels that can be leveraged for the sustainable coal mine closure in the area. (4) Using thematic expertise in enriching the project and the portfolio through knowledge sharing and peer learning mechanisms.
