Duties
Serve as the project lead for comprehensive and/or complex financial management analysis, policy or procedure formulation, reviews and issues. Retrieve and analyze data/information necessary for efficient and effective financial management and accounting operations. Serve as a senior-level subject matter/technical expert for a variety of accounting policies and processes, methods, and practices. Formulate solutions to unusual and complex accounting issues/problems. Prepare briefings and special reports for management and customers. Communicate effectively through written reports, speeches, whitepaper, point paper, memorandum and other pertinent documents. Formulate, develop and manage accounting and financial management policies, procedures and directives. Perform and document assessments of internal controls over financial reporting and information technology controls in financial systems in compliance with OMB Circular A-123, Management's Responsibility for Internal Control.
Requirements
If selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or NonCareer SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Serve a one year probationary period, if required. Undergo and pass a background investigation (Tier 2 investigation level). Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position. Be able to work frequent overtime (approximately 15 hours per quarter).
Qualifications

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Accountant Qualifications: Basic Requirements: You must have either A or B, or C: A. Degree in accounting B. Degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law C. A combination of college level education and experience. Refer to OPM's Accounting Qualification Standard for more information. In addition to the Basic Requirements, you must have at least one year of specialized experience equivalent to the GS-13 level in the Federal service. Specialized experience is experience in performing accounting functions and interpreting or implementing new or revised accounting policies and processes. This experience must demonstrate the following: ● Applying federal, or similar, accounting principles, standards, and regulations (e.g., Office of Management and Budget (OMB) circulars, Government Accountability Office (GAO) guidance) to improve program and/or system effectiveness. ● Managing and overseeing the financial reporting process for a federal agency or program, including preparing or reviewing agency financial statements and supporting schedules, and ● Experience with federal, or similar, financial systems (e.g., preparing data for or using a system compliant with the Federal Financial Management Improvement Act (FFMIA). This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications.
