Role & responsibilities
The Lead Billing will be responsible for end-to-end billing management for a large-scale EPC project, ensuring timely certification, accurate measurement, contractual compliance, and strong cash-flow control in coordination with execution, planning, and finance teams.
Billing & Measurement
- Lead RA, Interim, and Final Bill preparation as per contract conditions.
- Ensure accurate measurement of executed works (Civil, Finishing, and MEP) in line with BOQ, drawings, and specifications.
- Handle variation, extra item, and deviation billing with proper documentation and approvals.
Client Coordination & Certification
- Liaison with Client / PMC / Engineer-in-Charge for bill submission, clarifications, and certifications.
- Attend billing review meetings and resolve observations, recoveries, and deductions raised by PMC/Client.
- Ensure timely certification and release of payments to maintain project cash flow.
Contractual & Commercial Control
- Interpret contract clauses related to payment terms, escalation, LDs, taxes, and price variation.
- Support claims preparation (EOT, cost claims) in coordination with contracts and planning teams.
- Monitor billing vs cost vs budget and highlight risks to project leadership.
Sub-Contractor Billing
- Review and certify sub-contractor RA bills based on site measurements and contractual terms.
- Ensure back-to-back alignment with client billing to avoid cash-flow gaps.
- Skill Set:
- Strong command over BOQ, measurements, contracts, and billing cycles
- Experience dealing with CPWD / PMC-led government projects
- Proficiency in SAP,MS Excel, billing software, ERP systems
- Strong negotiation, coordination, and documentation skills
