Non-exempt; part-time; non-benefited; this position primarily works 10 hours every Saturday with other on-call hours during a "normal" work week as needed.

NOTE: The initial training period for this position is 1 week and will be scheduled Monday - Friday with at least 4 consecutive hours per day 

This position is responsible for a variety of duties related to authorizing and monitoring solid waste and recyclable materials brought into the Frederick County solid waste management and recycling facility at Reich's Ford Road. Work is performed in all weather conditions during scheduled facility operating hours.

Position Duties

  • Verify that vehicles entering the landfill have proper authorization for facility use privileges
  • Gather information and enter manual and electronic data regarding customer transactions for reporting purposes
  • Accept payment for services rendered and as applicable issue permit numbers using landfill database
  • Verify that only authorized materials are carried into the landfill
  • Enforce County Code and intra-departmental rules or requirements regarding solid waste management facility use
  • Weigh vehicles entering and leaving the facility
  • Prepare and maintain accurate records of poundage/tonnage hauled in by each authorized carrier
  • Collect tipping fees, make change for cash transactions, issue receipts and maintain accurate accounting of funds daily
  • Maintain order and safe traffic patterns among various vehicles entering/departing the landfill
  • Drive a County vehicle on-site and outside the landfill area to mark traffic patterns, run errands, etc.
  • Assist in maintaining Scalehouse work area
  • Perform other related duties as required

Minimum Qualifications

The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  

  • High school graduation, or the equivalent
  • Minimum 1 year of customer service work experience
  • Minimum 1 year clerical / administrative work experience
  • Possession of a valid driver's license
KNOWLEDGE, SKILLS / ABILITIES: 
  • Ability to maintain County Authorized Driver privileges
  • Ability to accurately complete clerical and bookkeeping duties, including basic math computations
  • Ability to effectively access and utilize computerized scale-house system, records-maintenance system and other related software
  • Ability to accurately conduct cash transactions and associated accounting for those transactions
  • Knowledge of potential hazards associated with this work and appropriate safety precautions
  • Ability to develop and maintain effective working relationships with co-workers and the general public
  • Effective spoken and written (English) communication skills
PREFERENCE MAY BE GIVEN FOR:
  • Scale operator experience (e.g. sand and gravel, feed mill, lumberyard, fuel depot, etc.)
PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
  • While working in this position, the employee is required to constantly walk, move, reach and make repetitive motions; frequently sit and lift up to 20 pounds; occasionally climb, stoop, lift between 20-50 pounds, lift over 50 pounds and push and pull up to and over 40 pounds
  • While working in this position, the employee is required to constantly work indoors, outdoors, in hot temperatures, in cold temperatures, exposed to dirt, dust, noise, chemical or fumes, near machinery, and potentially exposed to infectious diseases; frequently required to wear protective equipment and walk on uneven ground
