This administrative position coordinates the facility operations as a building manager of the Prospect Center facility, in addition to related customer service and office support duties. This position ensures effective and efficient operations of services for multiple facilities.
NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate.

Position Duties
- Manage contracted services and process invoices, including pest control, waste disposal (trash and recycling), vending operations, and pumping services for hazardous materials and FOG (fat, oil, and grease).
- Serve as primary liaison for facility operations as building manager for the Prospect Center
- Coordinate daily building operations
- Develop and update policies and procedures related to facilities and maintenance operations; recommend revisions to meet the requirements within the Division
- Comply with Building Manager Program; develop and initiate revisions to the Building Manager Program as needed
- Respond to and document incidents involving property damage and/or personal injury; forward to Risk Management
- Prepare, track and follow-up on work orders directly related to building operations; coordinate routine maintenance work and inspection services
- Evaluate requests for facility and grounds use; coordinate the facility usage authorization process
- Inspect the facility and outside grounds weekly to include life safety features, such as fire extinguishers and emergency lighting
- Attend meetings related to construction and upgrades for County facilities in downtown Frederick; provide operational input when required
- Perform and document mandatory inspections and inventories; coordinate daily events and mandatory drills with Fredrick County security personnel to ensure compliance with Building Manager Program
- Participate and assist in coordinating special events held at the buildings
- Manage, conduct and maintain a working key and proximity card access inventory
- Oversee and resolve complaints and concerns regarding building operations, if needed refer to appropriate personnel or agency
- Assist in preparing and monitoring the building and grounds budget; utilize automated procurement system to process and verify fiscal transactions
- Distribute mail and packages for agencies; receive inventory deliveries from Frederick County Public Schools
- Manage parking assignments for parking garages and/or parking lots; report violations to Frederick County security personnel for enforcement
- Maintain computerized and manual records, files and filing system; develop, compile and prepare data and reports; prepare emails, correspondence memos
- Participate in Safety Committee meetings
- Assist in coordinating agency/office relocations within the applicable facilities
- Store and maintain specifications for building equipment and as-built drawings
- Maintain and update all information and directional signage; manage all lost and found items
- Perform other related duties as required

- Associate's degree in public administration, civil engineering, construction management, or a related field
- Minimum 2 years of work experience in public works operations, maintenance, or infrastructure management

Non-Essential. An Essential Employee means the employee is considered necessary for the operation of County services. Essential Employees are required to report to work in the event of a weather incident, general emergency, or disasters when County offices are closed. They may be required to work overtime with little or no advance notice and may be required to report to work in emergency situations and/or after hours.
The position may be considered essential personnel during emergencies and may be required to work to support County operations.
KNOWLEDGE / SKILLS / ABILITIES:- Ability to transport themselves independently
- Ability to effectively manage building supplies inventory
- Ability to effectively read and interpret floor plans
- Ability to effectively access and utilize computerized data management and word processing systems and equipment
- Ability to respond effectively and appropriately in emergencies and other stressful situations including medical incidents
- Ability to learn and apply maintenance regulations and procedures and other appropriate standards/procedures
- Ability to organize work, determine priorities and complete assigned duties with minimal supervision
- Ability to develop and maintain effective working relationships with agencies/offices, co-workers and the general public
- Ability to maintain a pleasant, professional demeanor while dealing with complex situations as well as individual personalities
- Ability to operate a forklift successfully and complete certification training within six months of the hire date
PREFERENCE MAY BE GIVEN FOR:- Property management work experience
- Facility maintenance/operations work experience
PHYSICAL REQUIREMENTS / WORKING CONDITIONS:- While working in this position, the employee is required to frequently sit and walk
- While working in this position, the employee is required to constantly work indoors; occasionally work outdoors, work in a noisy environment, work near machinery, and is required to wear protective equipment; and rarely works in hot temperatures above 100 degrees and cold temperatures below 32 degrees, and work in dirty and dusty environments
Other Qualifications
- Ability to provide own transportation to sites, as needed
- Available for on-call emergency situations
