This skilled technical position is responsible for reviewing sediment and erosion control plans, conducting pre-construction meetings and inspecting construction sites within Frederick County.
NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate, with limited exception.

Position Duties
- Review and approve erosion and sediment control plans in compliance with Maryland standards and specification for soil erosion and sediment control
- Review and approve erosion and sediment control plans for forest harvest operations in compliance with standards and specifications
- Conduct on-site inspections of sediment control installation and maintenance to assess effectiveness of proposed plans and practices
- Prepare and maintain detailed, electronic inspection reports on each assigned project
- Effectively access and utilize a variety of software applications for electronic plan review, identification of sensitive areas, calculation of drainage areas, etc.
- Respond to citizen complaints about sediment movement onto roadways, streams or private property
- Respond to electronic, telephone and in-person inquiries regarding erosion and sediment control requirements
- Foster and maintain working relationships with all cooperating Local, State and Federal departments and agencies
- Drive District vehicle to construction sites to perform inspections
- Perform other duties as assigned

- High school graduation or equivalent
- Minimum 1 year work experience in environmental science soil conservation or conducting field inspection
- Possession of a valid driver’s license
A combination of education and experience that provides the required knowledge, skills, and abilities to successfully perform the essential functions and job responsibilities of this position may be considered as a substitution for the above-listed required education and experience. Additional required or preferred qualifications may apply based on operational needs, as approved by Human Resources. ADDITIONAL REQUIREMENTS:Employees in this classification are designated as
Non-Essential. An Essential Employee means the employee is considered necessary for the operation of County services. Essential Employees are required to report to work in the event of a weather incident, general emergency, or disasters when County offices are closed. They may be required to work overtime with little or no advance notice and may be required to report to work in emergency situations and/or after hours.
The position may be considered essential personnel during emergencies and may be required to work to support County operations.
KNOWLEDGE / SKILLS / ABILITIES:- Knowledge of MD 378 Dam Safety Specifications
- Knowledge of construction materials, equipment, tools, and methods related to the above
- Knowledge of and ability to apply the current Maryland Standards and Specifications for Sediment Control
- Ability to acquire a thorough knowledge of Federal, State, and County rules, regulations, procedures and functions and to apply these to work problems
- Ability to read and interpret blueprints, plans, cut sheets and specifications
- Ability to exercise sound technical judgment in the performance of assigned duties
- Ability to obtain within 60 days the Maryland Certification for Sediment and Erosion Control
- Proficiency with Microsoft 365 products for developing reports and recording progress
- Proficiency with computers for electronic plan review
- Ability to develop and maintain effective working relationships with co-workers, contractors, regulatory agencies, engineers and the general public
- Strong and effective spoken/written (English) communication skills including the ability to write and maintain clear, concise records
PREFERENCE MAY BE GIVEN FOR:- Current possession of the Maryland Certification for Sediment and Erosion Control
PHYSICAL REQUIREMENTS / WORKING CONDITIONS:- While working in this position, the employee is required to frequently sit and walk; occasionally drive; and rarely lift up to 20 pounds
- While working in this position, the employee is required to constantly work indoors; occasionally work outdoors, walk on uneven ground, and required to wear protective equipment; and rarely work in hot/cold temperatures, in dirty and noisy environments, and near machinery

- Required certifications must be maintained throughout tenure of employment
