The Fire and Rescue Training Specialist plays a key role in advancing the mission of Frederick County Division of Fire and Rescue Services—to protect lives, property, and the environment through exceptional emergency services, preparedness, and community partnership. This position supports the development, coordination, and delivery of training that ensures firefighters, paramedics, and emergency responders are prepared to perform at the highest level.
Serving at the intersection of operational readiness and administrative support, the Training Specialist manages learning systems, coordinates multi-agency training, and ensures compliance with credentialing standards. From supporting recruit academies to facilitating certification and milestone events, this role directly impacts personnel readiness, strengthens organizational performance, and enhances service to the Frederick County community.
Non-exempt (over-time and/or compensatory time eligible); full-time; 40 hours per week; Monday – Friday; 8:00 a.m. – 5:00 p.m.; full-benefitsThis position performs supportive clerical work for fire and rescue training operations through tracking completion status, procuring supplies, and coordination. Responsibilities also include supporting recruit classes, graduation events, and ensuring compliance with credentialing standards.
NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate.

Position Duties
- Manage and administer the department-wide online Learning Management Systems (LMS) environment including refresher courses, new hire curriculum, and in-service training, and recommend changes to improve efficiency in delivery and database processes
- Maintain database systems for tracking student attendance, costs of educational and training programs presented by the Division, as well as requirements of the Division
- Distribute Training Opportunities
- Compose and distribute correspondence and documents to relevant parties
- Manage multi-agency scheduling, planning, and application processing for training events
- Coordinate training logistics including course registration, travel arrangements, and reimbursement processing for departmental personnel
- Book and manage classroom and facility reservations including insurance verification, MOUs, and site access coordination
- Monitor GI Bill enrollment and eligibility for recruit class and paramedic students participating in non-credit degree programs
- Order and maintain office supplies for classrooms and staff at the Public Safety Training Facility
- Verify and prepare training transcripts and certification applications for national credentialing
- Plan and execute graduation ceremonies and events including venue coordination, program materials, and dignitary participation
- Support administrative preparation for recruit and paramedic classes including materials, signage, and event logistics
- Perform other related duties as required

- High school diploma or the equivalent
- Minimum of 3 years of administrative support work experience
Substitutions for the above-listed required education and experience are an associate's degree with 1 year of work experience as described above. Additional required or preferred qualifications may apply based on operational needs, as approved by Human Resources

- Knowledge of Fire and Rescue training requirements

- Ability to coordinate and liaison with IIT and database contractors
- Ability to carry out instructions furnished in written, oral, and diagram form
- Ability to organize and plan for multi-agency scheduling and delivery
- Ability to read, analyze, and interpret complex documents and policies
- Ability to develop and maintain effective working relationships with co-workers, other public safety entities and the general public
- Ability to prepare and provide feedback for policies, procedures, memorandums, and other official documents and media
- Ability to work with sensitive information and maintain appropriate confidentiality

PREFERENCE MAY BE GIVEN FOR:- Work experience with Fire/Rescue or Public Safety Services
- Work experience in managing or administering a learning management system
- Experience with scheduling tools, database systems or document management systems
- Experience tracking and maintaining training records (e. g., attendance, certifications, or compliance)
- Work experience supporting a training or educational program
- Degree in Fire Science or related field
